Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial products or services, prepared in accordance with FAR Part 12. The government is seeking quotations for specific items related to Mid-Infrared Cameras and associated lenses.

• CLIN 0001: Mid-Infrared Camera (1 Each)

• CLIN 0002: Mid-Wave IR Lens (1 Each)

• CLIN 0003: Long-Wave IR Lens (1 Each)

• CLIN 0004: Transportation fees and other related costs (Not to Exceed)

• Detailed requirements are specified in the attached Statement of Work (SOW).

• Contract Type: Firm-fixed-price.

• Award will be made as a single purchase order (PO).

• Submission Deadline: Electronic quotations due by April 08, 2026, 12:00 PM Eastern Time.

• Submission Method: Email to elizabeth.timberlake@nist.gov with a copy to donald.collie@nist.gov. Reference RFQ number 1333ND26QNB030131 in the subject line.

• Quotation Structure: Must be divided into three volumes:

  • Volume I: Technical Quotation (including technical description, product literature, manufacturer, country of origin, authorization, delivery, installation, training, and warranty capabilities).
  • Volume II: Price Quotation (including solicitation number, POC info, UEI, firm fixed price per line item, shipping/delivery costs, and discount terms).
  • Volume III: Terms and Conditions (addressing any exceptions).

• Evaluation Criteria: Award will be made to the lowest priced, technically acceptable offeror. Technical capability will be evaluated based on submitted documentation demonstrating compliance with specifications. Price reasonableness will also be assessed.

• No Discussions: The government may award without discussions based solely on initial quotes.

• NAICS Code: 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables.

• Small Business Size Standard: 750 employees.

• SAM Registration: Quoters must have an ACTIVE registration in SAM.gov at the time of quotation submission, award, performance, and final payment. Failure to maintain active registration will result in disqualification.

• Attachments referenced: Statement of Work, Applicable Provisions and Clauses.

• Inquiries must be submitted in writing to elizabeth.timberlake@nist.gov and donald.collie@nist.gov no later than 2 business days after posting.

• Responses to inquiries will be provided in writing via an amendment.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a mid-infrared (IR) camera system, including a camera and two specialized lenses, for high-sensitivity, large depth of field, and high-speed absorption imaging measurements within the mid-IR spectral region. This equipment is intended for use in atomic layer deposition (ALD) process development and validation by the MML/646 lab at NIST.

• Deliverables: One (1) Mid-IR camera, one (1) Mid-wave IR lens, and one (1) Long-wave IR lens.

• Camera Requirements: Must be new, high-sensitivity, high-speed, with specific technical specifications including wavelength range (3-10.5 microns), quantum sensor architecture (SLS), pixel format (>=640x512), frame rate (>=200 fps), low noise, 14-bit digitization, and an integrated filter wheel.

• Lens Requirements: Two lenses (mid-wave and long-wave IR) must be matched to the camera, optimized for their respective spectral regions, and meet detailed specifications for wavelength range, transmission, focal length, f-number, minimum object distance, field of view, and mounting compatibility.

• Delivery: FOB Destination to NIST (Gaithersburg, MD) within 12 weeks ARO.

• The system must meet all specified technical requirements for the camera and lenses.

• The government reserves the right to perform performance tests to verify system capabilities, including acquiring time-resolved spectra during precursor chemical flow.

• Visual inspection for defects and damage during transport.

• Period of Performance: System delivery within 12 weeks After Receipt of Order (ARO).

• Place of Performance: Contractor's facility for work; delivery to NIST, Gaithersburg, MD.

• New Equipment: All items must be new; experimental, prototype, or "gray market" components are not acceptable.

• Packaging & Documentation: Must be shipped in original manufacturer packaging with all documentation and software.

• Warranty: Minimum of twelve (12) months for parts and labor, commencing upon government acceptance.

• Payment: 100% after installation, acceptance, and successful completion of testing requirements.

• Cybersecurity: Solution must comply with federal laws and NIST SP 800-171, including requirements for system security plans, patching, access controls, vulnerability scanning, auditing, incident response, and encryption (TLS 1.2+, FIPS 140-2/140-3 validated).
