Scope of Work
NIST requires three (3) Optical Frequency Comb Systems, including associated electronics and installation services, for its Gaithersburg, MD facility. The procurement includes:
- Two (2) Long-wave infrared frequency combs (CLIN 0001): Must meet specific technical requirements, including an output wavelength range of 5 µm to 15 µm, instantaneous average output power >= 10 mW, and a spectral 3-dB bandwidth >= 100 cm-1.
- One (1) Mid-wave infrared frequency comb (CLIN 0002): Must meet specific technical requirements, including an output wavelength range of 2.6 µm to 5 µm, instantaneous average output power >= 100 mW, and a spectral 3-dB bandwidth >= 50 cm-1.
- Three (3) Comb locking and powering electronics systems (CLIN 0003).
- Three (3) Installation services (CLIN 0004): Including setup, hook-up, and demonstration. All equipment must be new, include original documentation, meet cybersecurity requirements, and come with a minimum one-year warranty.

Submission & Evaluation
Quotations must be submitted electronically via email to the Contract Specialist and Contracting Officer. Submissions should be clearly written, indexed, and divided into four volumes:
- Volume I: Technical Quotation (demonstrating capability to meet or exceed requirements with citations).
- Volume II: Demonstrated Experience (up to three relevant contracts/projects).
- Volume III: Price Quotation (firm-fixed-price, including shipping and tariffs).
- Volume IV: Terms and Conditions (addressing any exceptions). Award will be made on a best-value basis, with non-priced factors (Technical Capability, Experience) considered significantly more important than Price.
