Purpose & Objectives

USACE Middle East District is challenging industry partners to propose holistic solutions that integrate novel design concepts, cutting-edge construction techniques, and progressive project delivery frameworks. The core problem statement is: "How can USACE and Industry collaboratively structure and execute projects to significantly reduce delivery schedules, improve cost-effectiveness, and enhance the overall quality and life-cycle value of our infrastructure, moving beyond the limitations of our current delivery models of Design-Bid-Build (D-B-B) or Design-Build (D-B)?" This initiative aims to educate USACE on emerging methodologies, identify implementation barriers in the U.S. CENTCOM Area of Responsibility (AOR), and define potential pilot project opportunities.

Industry Engagement

USACE is seeking industry input on successful delivery models, project-constructor integration, case studies, technology integration, challenges in Foreign Military Sales (FMS) contexts, regulatory conflicts, and ideal pilot project characteristics. Desired attributes for proposed solutions include early and integrated collaboration, shared risk and reward, accelerated delivery, enhanced value, flexibility, adaptability, and transparency. A questionnaire is provided to gather company capabilities, experience, and interest, including participation in an Architect-Engineer Subject Matter Expert Panel.
