Purpose
The primary objective of this project is to enhance wildlife habitat by creating structures suitable for cavity nesting wildlife. This involves treating selected standing trees to transform them into dead wildlife trees or snags.
Scope of Work
The contractor will be responsible for developing a comprehensive plan of operation, organizing all necessary equipment and personnel, and directing work to achieve project objectives. Key tasks include:
- Selecting trees according to contract specifications.
- Treating trees using methods such as high girdling and base girdling (blasting is prohibited).
- Documenting treated trees with digital mapping and tree registers.
- Performing slash treatments where specifications are exceeded, including pulling back slash within 50 feet of open roads and removing treetops from fire lines, trails, roads, and landings.
- Adhering to specific treatment types, heights, DBH ranges, and limb retention requirements detailed in the Schedule of Items.
- Developing and adhering to a general safety plan and a site-specific Communication/Safety/Emergency Plan compliant with OSHA standards.

The work will be performed on the Willamette National Forest, Middle Fork Ranger District, Westfir, OR. The period of performance is from May 1, 2026, to December 31, 2026.
Contract Details
This is a Combined Synopsis/Solicitation for commercial items, anticipated to result in a Firm Fixed-Price contract. The Government reserves the right to make multiple awards for different line items.

Evaluation Criteria
Award will be made to the offeror representing the best value to the Government, based on:
- Technical Capability: Submission of a technical proposal, including a Quality Control Plan (detailing monitoring, supervision, and personnel) and a Work Plan and Schedule (covering crew size, production rate, and workforce organization).
