Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the "Summary of Work" for the Milford Haven Jetty and Dredging project, detailing the scope and requirements for the procurement and construction.

• Project Description: The project involves hydraulic or mechanical dredging of the Milford Haven Channel, transport of material via pipeline to beach placement sites, minor site work, and repair of the adjacent jetty structure.

• Dredging Depth: Includes a portion of the authorized channel to a depth of -10 feet Mean Lower Low Water (MLLW) with 1 foot of allowable overdepth.

• Period of Performance: 300 days from Notice to Proceed.

• Location: Milford Haven Channel, Matthew's County, Virginia.

• Transportation Facilities: Roads within the facility used by the Contractor are subject to prior approval and must be maintained and restored to their original condition. Temporary haul roads and bridges may be constructed. All costs associated with transportation facilities are borne by the Contractor.

• Site Access: Barges may be grounded within the Limits of Disturbance for waterside access. Submerged aquatic vegetation areas must be avoided. Laydown areas will be upland of Narrow's Point Beach.

• Jetty Stone Stockpile: Removed jetty stone may be stockpiled within the limits of disturbance, exclusive of SAV areas.

• Channel Traffic: Contractor must cooperate with vessel traffic within the project area.

• Utilities: Existing utilities must be located before any digging. Contractor must contact Miss Utility 48 hours prior to digging operations.

• Weather: Procedures for determining time extensions for unusually severe weather are outlined.

• Historical Finds: Procedures for handling discoveries of historical, prehistoric, or archaeological data are detailed.

• Period: 300 days from Notice to Proceed.

• Place: Milford Haven Channel, Matthew's County, Virginia.

• Blasting: Not permitted.

• Equipment: Specific requirements for allowable costs, rental costs, and equipment costs are detailed.

• Subcontractors: Contractor is responsible for coordination of work and cannot rely on Government to settle subcontractor differences.

• Reporting: Daily Construction Manpower and Equipment Report (CENAO Form 987) is required.

• Profit: Weighted guidelines method for determining profit on equitable adjustments is outlined.

• Submittals: General administrative and procedural requirements for Contractor management and coordination are detailed, including specific submittal types (e.g., Preconstruction Submittals, Shop Drawings, Product Data, Test Reports, Certificates, Closeout Submittals).

• Quality Control: Contractor must establish and maintain an effective quality control system, including a CQC Plan, preparatory, initial, and follow-up phases, testing procedures, and documentation.

• Environmental Protection: Detailed environmental requirements and plans are outlined, including definitions, references, submittals, an Environmental Protection Plan, and specific commitments related to oyster grounds, wetlands, submerged aquatic vegetation, land resources, water resources, air resources, chemical materials management, waste disposal, recycling, historical/archaeological resources, biological resources, military munitions, and post-construction cleanup.

• Demolition and Deconstruction: Procedures for demolition, deconstruction, dismantling, reconditioning, and disposal of existing building materials, equipment, and utilities are specified.

• Earthwork: Earthwork activities for buildings, utilities, roadways, railroads, and airfields are detailed, including general excavation, placement of excavated material, grading, and finishing.

• Synthetic Sheet Piling: Requirements for PVC sheet piling, including system description, interlocks, general requirements, sheet properties, appurtenant metal materials, pile driving equipment, tests, inspections, and installation records are specified.

• Dredging: Requirements for dredging operations, including general information, definitions, submittals, contractor notifications, work requirements, basis for bids, layout of work, surveys, shoaling, Coast Guard requirements, plant specifications, and execution details are provided.
