Sources Sought Notice

This Sources Sought Announcement (SSA) is issued by the Defense Information Systems Agency (DISA) on behalf of the Military Sealift Command (MSC) N6 Department to identify potential small business sources capable of providing Information Technology Governance and Mission Support (ITGMS) services. The ITGMS requirement supports the MSC N6 and its stakeholders, ensuring IT governance and related processes are integral to the lifecycle planning, production, and sustainment of all IT systems.

The anticipated services include:

• C4/IT Portfolio Management (C4/IT PfM): Support for analysis, implementation, and maturity of policies and processes to align C4 investment decisions with MSC's business and strategic goals, including roadmap development and maintenance.

• Data Management and Data Governance: Comprehensive data management support for N6 data repositories and dashboards, ensuring data accuracy, availability, consistency, and reliability for reporting, analysis, and decision-making.

• Financial Management: Support for efficient and effective management of budgetary resources, including financial management planning, reporting, analysis, budget submissions, financial data analysis, audit support, and financial data requests.

• Information Management and Organizational Governance: Support to improve the integrity, quality, utility, and security of organizational information through business process automation, data call coordination, policy support, and quality control.

• Anticipated Period of Performance: One-year base period plus four one-year optional periods.

• Projected Award Date: June 1, 2027.

• Places of Performance: Norfolk, Virginia and Scott Air Force Base, Illinois.

• NAICS Code: 541611 (Management Consulting Services) with a size standard of $24,500,000.

• This is not a Request for Proposal (RFP); it is for informational purposes only.

• Interested businesses should submit a brief capabilities statement package (no more than five pages) addressing the specific questions under 'Required Capabilities'.

• Responses must demonstrate the company’s ability to perform in accordance with FAR 52.219-14 (Limitations on Subcontracting).

• Information regarding plans for joint venturing (JV) or partnering is encouraged.

• DISA is seeking to determine the availability and technical capability of small businesses (including Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses, and Woman Owned Small Businesses).

Performance Work Statement (PWS)

This PWS outlines the requirements for Information Technology Governance and Mission Support (ITGMS) for the Military Sealift Command (MSC) Command, Control, Communications, and Computer (C4) Systems Directorate (N6). The goal is to ensure IT governance and related processes are integral to the lifecycle planning, production, and sustainment of all MSC C4/IT systems, both ashore and afloat.

The work is divided into five task areas:

• Task Area 1: Contract Program Management: Includes kickoff meetings, contract management plans, monthly and quarterly reviews, performance measurement, quality assurance (ISO 9001:2015 compliant), and phase-in/phase-out plans.
• Task Area 2: C4/IT Portfolio Management (C4/IT PfM): Focuses on aligning IT investments with MSC's strategic goals through roadmap development, investment inventory management, review processes, and PfM process improvement. This includes managing a portfolio of approximately 22 Navy POR and MSC unique systems.
• Task Area 3: Data Management and Data Governance: Involves maintaining and developing data repositories and dashboards, data dictionaries, data standards, and providing training for PfM and financial management toolsets.
• Task Area 4: Financial Management (FM): Covers financial planning, reporting, analysis, and funding execution for IT procurements, including tracking budgetary resources, preparing financial reports, and processing procurement requests.
• Task Area 5: Information Management and Organizational Governance: Aims to improve information integrity, quality, and security through business process automation, data call coordination, policy development, and quality control.

Key performance standards include 95% accuracy of documentation, 99% success rate for daily data backups, 95% on-time CDRL submission, and key personnel vacancies filled within 30 days.

• Period of Performance: 12-month base year with four 1-year option periods and a 6-month option period.

• Place of Performance: MSC Headquarters in Norfolk, Virginia, and Scott Air Force Base, Illinois. Contractor facilities within 50 miles of Naval Station Norfolk are also included. Some teleworking may be authorized.

• Security: Requires a SECRET facility clearance and personnel security clearance eligibility. Compliance with DoD, DON, and MSC security regulations, including CUI and classified information handling, is mandatory.

• Certifications: ISO 9001:2015 for quality management. Cybersecurity Maturity Model Certification (CMMC) Level 2 is required.

• Personnel: Key personnel include a Program Manager, Portfolio Management Lead, and Financial Management Lead with specific education, certifications, and experience requirements.

• Travel: Required between Norfolk, VA, and Scott AFB, IL, on a quarterly basis, and potentially to other locations as requested. Travel must comply with Joint Travel Regulations (JTR).
