Performance Work Statement (PWS)

This PWS outlines requirements for providing ship-based commercial helicopter logistical and vertical replenishment (VERTREP) services to U.S. Navy and partner nation ships, as well as theater facilities and operations worldwide. The contract aims to provide a two-helicopter detachment (DET) with optional unmanned aerial capability, support equipment, and personnel.

• Provide a two-helicopter detachment (DET) of like Type Model Series (TMS) aircraft.

• Offer optional unmanned aerial capability.

• Supply all necessary support equipment and supplies.

• Maintain a minimum staffing of 5 pilots and 3 maintainers.

• Deploy aboard Military Sealift Command (MSC) Combat Logistics Force (CLF) ships for 365-day operations.

• Perform VERTREP and other rotary-wing logistics services.

• Conduct missions 24/7, including during states of war, civil strife, or natural disasters.

• Operate under reduced emission environments, full EMCON, and laser threat environments.

• Perform missions alone or in conjunction with other aircraft.

• Maintain detachment Ready For Tasking (RFT) status.

• Achieve a 95% Mission Completion (MC) rate and availability for all missions.

• Ensure at least one aircraft can perform special mission sets (SAR, Pax transfer, MEDEVAC, internal cargo) at all times.

• Maintain required personnel manning levels.

• Achieve a 98% rate for safe and precise cargo placement during VERTREP operations.

• Provide all complete and accurate deliverables on schedule.

• Achieve a composite "SATISFACTORY" score of 85% or higher on annual third-party inspections.

• Total performance period: Five (5) years (1 base year + 4 option years).

• Base Period: November 29, 2026 – November 28, 2027.

• Nominal forward location: Bahrain; other ports may be designated.

• Aircraft must be U.S. flagged/registered, compatible with T-AKE class facilities, and capable of operating with JP-5 fuel.

• Specific lift capacities and performance envelopes for VERTREP operations are detailed.

• Contractor must maintain FAA certifications (Part 135/133) and Commercial Airlift Review Board (CARB) certification.

• Personnel must meet specific flight hour, qualification, and medical requirements.

• Security clearances (SECRET) are required for personnel handling classified information.

• Comprehensive plans (Logistics, Safety, Maintenance, Quality Assurance, Personnel, Casualty) must be developed and maintained.

• Specific insurance coverage amounts are mandated.

• UAV proposal option includes detailed performance requirements for cargo delivery.

Market Survey

This document is a market survey for acquisition planning purposes, not a formal solicitation. The Military Sealift Command (MSC) is gathering information to assess the capabilities of potential offerors for providing ship-based commercial helicopter logistical and vertical replenishment (VERTREP) services. These services will support US Navy ships, partner nation ships, and theater facilities worldwide.

• Provision of a two-helicopter detachment (DET) with like Type/Model/Series (TMS) aircraft.

• Optional unmanned aerial capability.

• All necessary support equipment and supplies.

• Minimum staffing of 5 pilots and 3 maintainers.

• A support structure deployable aboard MSC CLF ships for 365-day operations.

• Compliance with all applicable DoD, DoN, FAA, MSC, and theater directives, policies, and guidance.

• The nominal forward location is expected to be Bahrain.

Interested offerors must submit a capability statement demonstrating their ability to perform the services described in the DRAFT Performance Work Statement (PWS). The statement should include:

• Organization Name, DUNS number, CAGE code.

• Point of contact information (phone, fax, address, email).

• Brief description of organizational capabilities and history with similar requirements.

• Small business standing (large or small, specific category).

• Details on compliance with FAR clause 52.219-14, including teaming and subcontracting plans (anticipated percentages, subcontractor types).

• Confirmation of Air Mobility Command (AMC) Commercial Airlift Review Board (CARB) approval, or a plan to obtain it.

• Type/Model/Series of helicopter to be used, including any modifications.

• Length of experience operating as FAR PART 133 and 135 carriers.

• Minimum preparation time required between contract award and performance commencement.

• Responses are due no later than 3:00 PM LOCAL TIME, NORFOLK, VA on 19 December 2025.
