This procurement is sole source with Envision Technology LLC (Cage Code 8EDV1) due to their proprietary rights over the data, design, and manufacturing of the Envision MARS equipment. The components are specifically designed for the MAR system. Acquiring components from another source would necessitate extensive qualification, design, and testing, estimated to take 24-48 months and cost over $100,000, which would not be recouped through a competitive process.
