Solicitation / RFP / RFQ

This solicitation is for Design-Build Construction Services for Utility Optimization Improvements at the New Embassy Compound in Monrovia, Liberia. The U.S. Department of State (DOS), Bureau of Overseas Buildings Operations (OBO) is seeking proposals for this project, which aims to commission top constructors to produce facilities of outstanding quality and value. This acquisition is a small business set-aside.

The project involves a two-phase approach:

• Phase I: Minimum Mandatory Requirements (MMRs) for eligibility determination.
• Phase II: Site visit and Request for Proposals (Technical and Price) from eligible offerors.

Specific project scope includes design/build for Utility Optimization Improvements at the New Embassy Compound (NEC), covering various facilities such as the Office Building Chancery (OBC), Marine Security Guard Residence (MSGR), Utility Building (UTL), Warehouse (WHE), and multiple access control points and parking lots.

Key technical areas include:

• Compound Solar Photovoltaic (PV) Systems: Design and construction of 1.6MWh STC DC PV systems across different locations, including parking canopies and ground mounts, with integration into a microgrid control system.

• Compound Site Lighting: Design and installation of LED site and exterior building lighting, replacing all existing luminaires.

• Compound BESS: Design and installation of a commercial, containerized battery energy storage system (BESS) with a capacity of 9500 kWh, integrated with the PV system.

• Compound Building Automation System (BAS) Integration: Integration of new HVAC equipment and controllers into the existing BAS.

• Office Building Chancery (OBC) HVAC & Lighting: Demolition and replacement of existing outdoor air sections of AHU-9, and interior lighting upgrades.

• Marine Security Guard Residence (MSGR) HVAC & Lighting: Replacement of the existing condensing unit and associated components, and interior lighting upgrades.

• Warehouse (WHE) HVAC & Lighting: Replacement of the existing CU system, and interior lighting upgrades.

• Utility Building (UTL), Support Annex (SPX), Main Compound Access Control (MCAC), Service Compound Access Control (SCAC), Consular Compound Access Control (CCAC) Lighting: Interior lighting upgrades for all these areas.

• Estimated Design/Build Construction Cost: $25 million - $35 million.

• Phase I Submission Deadline: 3:00 P.M. Eastern Time on June 27, 2026.

• Submission Method: Electronic submissions only, via email or Google Drive to specified fan.gov addresses.

• Evaluation: Phase I is a pass/fail evaluation based on Minimum Mandatory Requirements (MMRs). Offerors must be deemed eligible or conditionally eligible to proceed to Phase II.

• Clarification Requests Deadline: June 2, 2026, by 2:00 p.m. Eastern Daylight Time.

• Set-Aside: Small business set-aside.

• US Person Requirement: Offerors must be U.S. Persons or U.S. Joint Venture Persons.

• Security Clearance: Offerors must possess a DCSA Secret facility security clearance (FCL) without safeguarding capability. DOS may sponsor eligible firms for an FCL.

• SAM.gov Registration: Active SAM.gov registration is required at the time of Phase I submission.

• Country Restrictions: Companies and citizens of certain countries (Belarus, Cuba, Hong Kong, Iran, Nicaragua, North Korea, Peoples Republic of China, Russia, Venezuela, Vietnam) are ineligible.

• Offerors must demonstrate technical experience by identifying four comparable projects of similar size, scope, and complexity, with a contract value of at least $20 million (adjusted for inflation).

• Inflation adjustment for comparable projects can be calculated using the Engineering News-Record Building Cost Index (ENR BCI).
