Scope of Work

The contractor will design and provide a complete service-oriented water treatment program to reduce fuel/electrical consumption, minimize repair/maintenance costs, and ensure system efficiency by controlling scale, corrosion, fouling, and microbiological growth. This includes furnishing all necessary chemicals, testing reagents, and equipment.

Key services include:

  • Program Management: Bi-weekly site visits, 24-hour chemical delivery, 24/7 emergency response, and an Administration Notebook with technical and safety information.
  • System Treatment: Scale and corrosion protection for condenser water, cooling towers, chillers, deaerators, condensate lines, and closed hot water loops. Specific chemical requirements are detailed for cooling and closed-loop systems, including non-oxidizing and oxidizing biocides.
  • Monitoring & Reporting: Conduct boiler/chiller efficiency studies quarterly, annual corrosion studies, and provide written reports on program status and trends.
  • Inspections: Bi-annual cooling tower inspections and annual boiler/chiller inspections with photographic records.
  • Training: Provide training sessions for FAA personnel on chemical handling, testing, and system monitoring.
  • Logistics: Contractor is responsible for drum handling and disposal, eliminating the need for FAA personnel involvement. All chemicals must be liquid, manufactured, and packaged by the contractor, and available on the GSA schedule.

Contractor Requirements

  • Experience: Minimum 10 years in water treatment services with annual sales exceeding $15 million.
  • Personnel: Full-time employees with at least 5 years of experience and a Bachelor of Science degree in chemistry or chemical engineering.
  • Certifications: ISO 9001:2000 certified in Design, Manufacturing, Sales, and Customer Support of industrial/water treatment chemicals and equipment.
  • Laboratory: Must possess major in-house laboratory capabilities for various analyses (corrosion, microbiological, water, deposit, metallographic failure analysis) with specific equipment (e.g., SEM, TEM, AAS, XRF). Subcontracted lab work is generally not allowed.
  • Proposal Submission: Must include an annual report/sales documentation, two examples of successful water treatment programs in the Minneapolis/St. Paul area, and a sample water treatment system survey report.
