Quick Summary
The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting a Sources Sought to identify qualified contractors for a Minor Building Construction Blanket Purchase Agreement (BPA). This BPA aims to provide cost-effective, rapid-response construction services for facilities within the Pittsburgh District's jurisdiction, which includes Pennsylvania, Ohio, and West Virginia. The district is exploring whether to establish a single regional BPA or separate BPAs for northern and southern areas. Responses are due by January 28, 2026.
Scope of Work
The BPA will cover an unknown quantity of minor building construction services, including but not limited to: roof repairs, siding and trim, drywall and plaster, interior and exterior painting, insulation, framing and finish carpentry, flooring, door and window installation/repair, and masonry. Services will be requested via individual "Calls," with a maximum single call limit of $35,000 and a contractor-furnished materials limit of $15,000 per call. The overall BPA Master Dollar Limit is $350,000. The geographical scope covers 22 navigation locks and dams, 16 multi-purpose flood-damage reduction reservoirs, a remote operations site, and maintenance/repair facilities across PA, OH, and WV. An attached spreadsheet, "Propsed BPA Locations - Northern Southern.xlsx", details proposed Northern (9 locations) and Southern (24 locations) areas for potential division, which is crucial for bidders to understand the geographical scope.
