Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventive and all-inclusive maintenance services for the MIRA-X Scanner equipment to ensure its continued optimal performance and uptime.

• Perform two (2) semi-annual Preventative Maintenance All Inclusive System Coverage (PMAISC) services.

• Services include full coordination of inspection, repair, and replacement activities.

• Covers the entire MIRA-X Large Chamber Scanning Electron Microscope equipment.

• Includes comprehensive coverage for all components of the MIRA-X SEM system, including pumps, electron gun, accessories, Zeiss modules, and Bruker detectors, with no excluded components.

• Perform scheduled and unscheduled inspections, repair services (on-site or remote), and part replacements.

• Coordinate with Original Equipment Manufacturers (OEMs) such as Zeiss and Bruker, and pump manufacturers.

• Provide detailed quotations for any required parts or services before proceeding.

• Include remote support for troubleshooting and diagnostics.

• Perform initial assessment of all equipment, review existing PM schedules, and provide feedback for improvement.

• Conduct annual high-level preventative maintenance (PM) to address specific system components.

• Perform PMs in accordance with OEM specifications.

• Provide a copy of the PM schedule to the Contracting Officer Representative (COR) within ten (10) business days after contract award.

• Notify the COR seven (7) business days prior to each scheduled PM visit.

• Provide a written Estimate Repair Report within one (1) business day after inspection completion.

• Provide a draft, written Service Report to the COR and SME upon completion of any maintenance, with the final report submitted via email within 5 business days.

• Ensure equipment is restored to operational condition after repair and provide documentation.

• Deliver repaired and non-repairable equipment within five (5) business days after repair completion.

• Maintain 100% compliance with all requirements.

• One (1) base year with four (4) option years.

• Services to be performed at the Oklahoma City–Air Logistics Complex (OC-ALC) on Tinker Air Force Base (AFB).

• Standard hours of operation are Monday through Friday, 0700 to 1500.

• Contractor personnel must comply with all applicable federal, state, and local laws, regulations, and instructions regarding environmental protection and occupational safety and health.

• Adherence to Tinker AFB safety regulations, including HAZMAT, waste disposal, and spill reporting.

• Contractor personnel must complete required training, including FOD/DOP awareness, fire safety, environmental compliance, and security briefings.

• Security clearances and network access requirements must be met.

• Contractor must provide a Contract Manager (CM) with full authority to act on all matters related to the contract.

• All parts and materials used must be new unless otherwise authorized.

• Follow strict procedures for malfunction notification, repair authorization, and service reporting.

• Comply with tool control and accountability requirements.

• Adhere to government furnished property and services guidelines.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, issued in accordance with FAR Part 12.202. The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award a Sole Source, Firm-Fixed-Price contract for Preventative Maintenance (PM) services for the Mira-X Large Chamber Scanning Electron Microscope (LC-SEM). • Vendors are required to "wet" sign, date, and fill in the pricing and proposed delivery date on page 2, and complete the Unit Pricing on page 3.
