Statement of Objective (SOO)

This SOO outlines the government's objectives for the procurement and installation of an F-35 Engine Run Simulator Suite at Misawa Air Base, Japan.

• Provide all equipment, tools, parts, transportation, personnel, labor, supervision, and management for the installation of the F-35 Engine Run Simulator Suite at Bldg. 651.

• Install the complete simulator suite.

• Provide comprehensive training on the maintenance and use of the installed system.

• F-35 Wing Simulator: Includes a high-fidelity cockpit, ejection seat, control panels, stick/throttle, rudder pedals, a 20"x 8" touch-screen Panoramic Cockpit Display, Varjo XR-4 Mixed Reality Headset, a 34" curved simulation display, and two simulation PCs with a UPS.

• Companion Desktop Trainers: Two complete desktop training stations, each with a simulation PC, 24" touchscreen monitor, and F-35 representative physical flight controls (HOTAS).

• Software: Complete software package with permanent licenses.

• Installation: Performed by qualified personnel at Bldg. 651.

• Training: For 35 MXG/MXOT personnel on maintenance and use, including a "Scenario Inject" functionality. A separate course for government instructors is also required.

• Manuals: Three printed and one digital copy of system manuals, plus manufacturer manuals for control devices.

• Warranty: Minimum 24-month warranty on software and 56-month warranty on hardware, starting upon on-site acceptance.

• Period: Within 120 days after contract award.

• Place: Bldg. 651, Maintenance Training Section, Misawa Air Base, Japan.

• Hours: Monday-Friday, 8:00 a.m. - 4:30 p.m. daily (excluding federal holidays, unless prior arrangements are made).

• Transportation: Contractor-provided, FOB destination to Misawa Air Base, Japan.

• Clean Up: Contractor must maintain a clean work area and remove all non-government property.

• Fire Prevention: Contractor must comply with Misawa AB fire prevention guidance.

• Anti-Terrorism: Contractor is subject to RAMs and must report suspicious activity.

• Security: Requirements for ID passes, badges, vehicle stickers, and compliance with DFARS Clause 252.225-7976 (Contractor Personnel Performing in Japan), including SPOT registration and LOA.

• Physical Security: Contractor responsible for safeguarding government property.

• Environmental Controls: Compliance with Japan Environmental Governing Standards (JEGS), notification of spills, and proper material storage.

• Utilities Conservation: Contractor must instruct employees on conservation practices.

• Records: Contractor responsible for creating, maintaining, and disposing of government-required records cited in the SOW.

• Safety: Compliance with OSHA and JEGS standards, development of a safety plan, protection of government property, and reporting of accidents/mishaps.

• Designate a Government POC.

• Conduct quality assurance and performance evaluation.

• Provide Government Furnished Information (GFI) as needed.

• Acceptance Quality Level is 100%.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for the purchase, delivery, and installation of an F-35 Engine Run Simulator at Misawa Air Base, Japan. The government will award to the responsible vendor whose offer is most advantageous, considering price.

• F-35 Cockpit Simulator or equal (Qty 1)
• F-35 Desktop Trainers or equal (Qty 2)
• F-35 Mixed Reality for Cockpit Simulator or equal (Qty 1)
• Installation, Configuration, and Instruction (minimum 3 business days training)
• 24-month warranty on all software (IAW Statement of Objective - SOO)
• 56-month warranty on all hardware components (IAW SOO)

• Unclassified System (hardware, software, data)

• Must meet or exceed iPerformX Simulator specifications (IAW SOO)

• 5-year support package

• Advanced instructor inject scenarios and simulator control

• Full cockpit system with enhanced instructor controls for emergency scenarios and student monitoring

• Award will be made on an all-or-none basis.

• Delivery Timeline: Work to be completed within 120 days of contract award.

• Installation: To be performed by qualified personnel utilizing contractor-supplied tools within Bldg. 651, Maintenance Training Section.

• Exemption from Japanese customs duties and taxes per Status of Forces Agreement.

• Submission Deadline: 10:00 JST, 4 May 2026.

• Quotation Validity: Must remain valid through 10 August 2026.

• Offerors may use their own format but must include specific information (Company Name, Offeror Name, Contact Info, CAGE Code, SAM Unique Entity ID, Estimated Delivery Time, Quote Valid Thru Date).

• Required Documentation: Submit RFQ, separate quote, data sheets, manufacturer quotes, and catalog cuts to prove proposed simulator meets salient characteristics.

• Evaluation Factors: Technical and Price.

  • Technical: Acceptable (meets solicitation requirements including SOO) or Unacceptable.
  • Price: Price analysis will be performed for reasonableness.

• Award will be made to the responsible offeror whose offer represents the best value.

• Technical evaluation will be performed on the lowest three priced quotes.

• Offerors must be registered in SAM.

• Contractors must be registered in Wide Area WorkFlow (WAWF) for electronic payment processing.
