Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services as the Protestant Music Director for the Misawa Air Base Chapel, supporting weekly Protestant worship services and special seasonal services.

• Direct and coordinate all music support for 52 weekly Protestant worship services and up to 12 special seasonal services.

• Lead or participate in 52 weekly Protestant worship rehearsals and up to 36 rehearsals for special services.

• Select hymns, songs, and worship music, submitting selections for review by the Protestant Worship Service Chaplain(s) quarterly.

• Recruit and lead a volunteer worship team of at least four individuals.

• Ensure proper setup, tear down, and security of the sanctuary space after services and rehearsals.

• Provide a qualified substitute if unable to perform services.

• Timeliness: No more than two instances of tardiness, leaving early, or unplanned absences per month.

• Tasks: Not miss more than four Protestant worship services or seasonal performances per year.

• Rehearsals: Not miss more than four weekly rehearsals per year.

• Choir: Recruit a minimum of four volunteers for the worship team; cannot operate without a four-member team for more than four sessions annually.

• Musical Acumen: Make no more than three errors (missed notes) in any single performance.

• Location: Misawa Air Base Chapel, Bldg. 358, and other designated locations on Misawa AB.

• Work Schedule: Primarily Monday through Friday, 0730-1630, supporting scheduled services and rehearsals. Weekly rehearsals are typically Tuesdays 1800-1930, and staff meetings Wednesdays at 1000. Special services and rehearsals are to be advised at least 14 days in advance.

• Security: Must comply with all Misawa AB security requirements, including background checks for personnel working with children. Requires a Common Access Card (CAC) for base access.

• Training: Must comply with government-provided training, including Sexual Assault Prevention and Response (SAPR), Total Confidentiality, Risk Management, Fire Protection, Information Security, and Level I Antiterrorism Awareness training.

• Conflict of Interest: Cannot employ individuals who would create a conflict of interest.

• Appearance: Must present a neat, business casual appearance, with formal attire required when requested.

• Communication: Must clearly communicate in English. Language proficiency requirements (TOEIC, TOEFL, EIKEN) apply if English is a second language.

• Government Furnished Items: Workspace, computer, phone, copier, filing cabinets, storage, office supplies, bookcases, piano/electronic keyboard, music (print/digital), and sound equipment will be provided. Contractor must provide their own music supplies (scores, song sheets, folders) with 60 days advance written request.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) under FAR Parts 12 & 13 for a Protestant Music Director. The government is procuring services for a Protestant Worship Service at Misawa AB Chapel, providing choral and congregational musical direction.

  • Price will be evaluated based on the Total Evaluated Price (TEP), which includes a potential six-month extension.
