This document provides responses to vendor questions regarding the IMPS (Installation Management and Planning System) requirement, clarifying aspects of the solicitation and Performance Work Statement (PWS).

• New Requirement: The IMPS requirement is confirmed as a new requirement, not a follow-on, with no incumbent contractor.

• Clearances: The PWS specifies TOP SECRET (TS) clearances for SSM and CST, and SECRET for CAGs. The Government will not sponsor new investigations or facility clearances; contractors must possess and maintain a TS facility clearance.

• Staffing: Anticipated peak staffing includes SSM (TBD), CST (11), CAG (6), and AE (1, if requested). Surge support is not anticipated to be recurring.

• Site Security Manager (SSM): SSMs are not currently expected to be dedicated per project but may be required. If needed, the contractor must have the ability to hire an SSM, and the SSM may oversee multiple projects.

• Equipment: All inspection and surveillance tools will be contractor-furnished. No Government-furnished equipment will be provided.

• Acoustical Engineer (AE): AE services will be task-order specific, with an estimated need of approximately three months toward the end of the overall project.

• Housing: Contractors are responsible for housing their personnel; Government-furnished housing is not available. Housing costs should be embedded in labor rates.

• Past Performance: The requirement for experience with a certified Kardex installer has been removed from the evaluation criteria.

• Technical Security: AE responsibilities include testing, reporting, and remediation support if necessary, with retesting required until issues are resolved and compliance with ICD-705 is achieved.

• SSM Authority: SSMs have immediate authority to prevent incidents or security violations and also have reporting authority to notify appointed USG representatives.

• Evaluation: The evaluation will be based on best value, not Lowest Price Technically Acceptable (LPTA). All technically acceptable offers will be ranked by price, and the award will be made to the lowest fair and reasonable price that provides the best value.

• Several clarifications refine the PWS, particularly regarding security clearances, SSM responsibilities, and AE duties.

• The removal of the Kardex installer requirement from past performance may broaden the pool of eligible offerors.

• The evaluation criteria have been clarified as best value, not LPTA, with specific guidance on how price will be considered among technically acceptable proposals.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) aims to provide Information Monitoring and Protection Services (IMPS) for the successful design, build, and accreditation of Sensitive Compartmented Information Facilities (SCIFs), Secure Work Areas (SWAs), Special Access Program Facilities (SAPFs), and projects within restricted/controlled areas. The services are critical for ensuring compliance with Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) policies.

• The contractor will provide IMPS for construction, Furniture, Fixings, and Equipment (FF&E), Construction Security Plan (CSP) creation, and accreditation of various secure facilities at Misawa Air Base, Japan.

• Services include physical site security, access control, secure shipping, receipt, storage of materials, and monitoring of construction activities.

• Key personnel include Site Security Managers (SSMs), Construction Surveillance Technicians (CSTs), and Cleared American Guards (CAGs).

• An ICD 705 Acoustic Engineer will also be provided for acoustic and technical security measures.
