Quick Summary
The Department of the Army is issuing a Presolicitation for the Missile Segment Enhancement (MSE) Containerized Launcher (CL) and Remote Interceptor Guidance 360 Degrees (RIG-360) Containerized System (CS) Phase 2 Program. This effort involves the incremental design, build, and test of these critical air defense components. This requirement is a sole-source action to Lockheed Martin Missiles and Fire Control (LMMFC) due to proprietary data. Responses from other interested parties are due by June 23, 2026.
Scope of Work
The program encompasses incremental design, development, and testing for both the MSE CL and RIG-360 CS.
- MSE CL Increments (1-5): Includes providing engineering and testing assets for Hardware-in-the-Loop (HWIL) testing, Design Maturity Reviews (DMR), establishing preliminary hardware/software baselines, environmental qualification testing, addressing deviations, failure mode analysis, live-fire flight test support, and first article inspection. Proprietary software redesign on MSE Missile, Launcher Electronics, and Fire Control is also included.
- RIG-360 CS Increments (1-3): Focuses on updated design, development, and testing of a prototype pedigree RIG-360 CS. The contractor will also support flight test execution for both systems, including HWIL, walk-ups, and post-mission data analysis.

Sole Source Justification
This requirement is proposed as a sole-source award to Lockheed Martin Missiles and Fire Control (LMMFC), CAGE code 64059. The justification is based on FAR Part 6.302-1(a)(2)(iii)(A) and (B), citing the proprietary nature of the PAC-3 MSE missile and Launcher Electronics data processing. LMMFC is identified as the only source with the necessary knowledge, expertise, and full disclosure technical data package (TDP) to perform this effort, as the Government lacks the intellectual property rights for full and open competition.
Additional Notes
This notice serves as an intent to award. Interested parties who believe they can meet this requirement should submit a capability statement by the response date.
