Quick Summary
The Naval Research Laboratory (NRL) intends to award a cost-plus-fixed-fee indefinite-delivery indefinite-quantity (IDIQ) contract on a sole source basis to Artic Slope Regional Corporation (ASRC) Federal System Solutions, LLC (AFSS) for Mission and Facilities Support at the Blossom Point Satellite Command and Tracking Facility (BPTF) in Welcome, MD. This notice is an intent to sole source, not a request for competitive proposals, but interested parties may submit capability statements. Responses are due by June 3, 2026.
Scope of Work
The NRL requires a 5-year effort encompassing the design, development, integration, testing, anomaly resolution, health and safety interventions, and ground station implementation and integration of hardware and software interfaces. This support is for all existing and in-development Blossom Point Tracking Facility research and development initiatives and related subsystems.
Contract & Timeline
- Type: Cost-Plus-Fixed-Fee IDIQ (Intent to Sole Source)
- Duration: 5-year effort
- Set-Aside: Not applicable (Sole Source Intent)
- Response Due: June 3, 2026, 4:00 PM Z

Purpose of Notice & Submission Requirements
NRL deems AFSS as the only responsible source due to their requisite engineering and technical services expertise, qualified sources, and multi-mission, multi-classification autonomous ground architecture enclave capabilities. AFSS personnel possess unique knowledge and experience that would take another contractor over 18 months to acquire, leading to unacceptable delays.
While this is not a solicitation, interested parties capable of performing these services are requested to submit:
- Business name, address, and CAGE Code.
- Company representative's name, title, email, and phone.
- Business size and type (if applicable).
- A brief capabilities statement (max five pages) demonstrating ability to perform the services, including past performance.
- A detailed narrative explaining how they would satisfy the noted barrier to competition that led to the sole source requirement.
