For your information, the contract opportunity under Notice ID CDM-2020-1 was used for market research and updates to industry during the course of the market research.

 Draft Request for Proposal

Contractors responding are placed on notice that participation may not ensure participation in future solicitations or contract awards. No reimbursement shall be made for any costs associated with providing information in response to this announcement or for any follow up information requests. This is not a solicitation for proposals; no contract shall be awarded from this announcement. Nothing shall be construed herein to commit or obligate the Government to further action as a result of this announcement.

INSTRUCTIONS:

1. This is not a solicitation but a request for information/interest. The Government is NOT accepting proposals at this time. This DRAFT Request for Proposal (RFP) and attachments are posted for industry review and are subject to change prior to official release. The purpose of release of these draft documents is to facilitate industry’s improved understanding of the Government requirements.  Industry is encouraged to submit written questions and comments regarding all of the draft documents.

2. Written questions shall be submitted to the Government POC identified below no later than 5 Sep 2023 at 4:00 pm Eastern Daylight Time to the email below.  The questions shall be input into the “MPE OMS Written Questions Form,” attached to this notice. Put in the subject line of the email as “Company Name – MPE OM&S Draft RFP Questions.”  All questions and answers will be sanitized to avoid revealing the identity of the submitting offeror. All questions and answers will be posted on the System for Award Management (SAM) at www.sam.gov.
 
3. When submitting questions please do not submit to the government an overview of your company/business; please do not restate how your company/business can complete the task differently or better. Please only submit questions and comments about the draft documents posted.

4. Some of the attached Draft RFP and its associated documents contain an export control marking or Controlled Unclassified Information (CUI) marking. Therefore, these documents are locked in the System for Award Management (SAM).  As a result, all parties interested in viewing export-controlled documents must submit an approved DD2345 to the Contracting Officer to the email below to view these documents in SAM.

5. Bidder’s Library: It is currently anticipated that in the near future, a Bidder’s Library of informational documents will be made available to offerors on the National Reconnaissance Office Acquisition Research Center (NRO ARC) via JWICS. The purpose of the Bidder’s Library is to provide additional information and context about the Government requirement to industry. When the Bidder’s Library is posted, a notice indicating such along with instructions to access it shall be posted on the SAM.
