Quick Summary

The Department of the Army, specifically JIATF-401, is conducting market research through a Sources Sought / Request for Information (RFI) for modern, web-accessible Mission Planning Tool Software. This software will support tactical mission planning, electromagnetic spectrum management, and Counter-UAS threat modeling. Responses are due by June 30, 2026, at 1:00 PM EDT.

Scope of Work

The Government seeks software platforms with features including:

  • Catalogs: Built-in libraries for current/commercial sensors & effectors, and configurable threats (UAS, state/non-state actors).
  • Mapping & Terrain: AOI + Defended Zone tools, DTED L2/L3 support, configurable sea states, and KMZ/KML file ingest.
  • Modeling & Analysis: Collateral Damage Estimation, MSS ingestion, EMS/RF modeling, environmental effects, automated sensor siting, and spectrum planning with frequency assignment recommendations and interference alerts.
  • Optimization & Visualization: Optimization metrics using Probability of Detection (Pd) and Probability of Kill (Pk), 2D/3D coverage and viewsheds, and comparison of alternative plans.
  • Integration & Support: CSV export of sensor plans, outputs formatted for Maven COP ingest, web-based access with token login, and contractor support.

Questions for Industry

Respondents should address:

  • Commercial Availability: COTS vs. custom development.
  • Security & Cloud Compliance: DoD Impact Level authorization (e.g., IL4, IL5, IL6) and active Authority to Operate (ATO).
  • Licensing Model: Pricing structure (per user, enterprise, subscription).
  • Integration Timeline: Estimated timeline for data export/ingest with government systems.
  • Company Profile: CAGE Code, UEI, and socio-economic status (e.g., Small Business, 8(a), SDVOSB, WOSB) under NAICS 513210, or a rationale for an alternative NAICS.
