Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for contractor support to the Naval Center for Space Technology (NCST) at the Blossom Point Satellite Command and Tracking Facility (BPTF). The primary goal is to provide comprehensive mission system research and development support, including satellite and ground command and control functions, maintenance, engineering, and technical services.

The contractor will be responsible for executing satellite and ground command and control functions, encompassing managerial, cybersecurity, maintenance, engineering, and technical requirements. Key tasks include:

• Satellite command and control, including real-time performance analysis, fault detection, and correction using the Neptune® software suite.
• Operations monitoring, performance analysis, and spacecraft testing.
• Spacecraft engineering, including planning, scheduling, and diagnosing malfunctions.
• Orbital maintenance and maneuver planning.
• Mission plan and scheduling development for satellite operations.
• Analysis of spacecraft and ground station performance.
• Sustainment and advanced engineering of ground command and control systems, including RF and digital/electronics equipment maintenance and upgrades.
• Information Technology (IT) and cybersecurity support for BPTF network hardware and software.
• Software and application engineering, testing, and documentation, including support for the Neptune® software suite.
• Providing new or factory reconditioned parts and components for maintenance and repair.

The contractor must develop and maintain an effective quality control program. Performance will be evaluated by the Contracting Officer's Representative (COR) in accordance with a Quality Assurance Surveillance Plan (QASP).

• Period of Performance: 1 base year (12 months) with four 12-month option years.

• Place of Performance: Primarily at the Naval Research Laboratory, BPTF, Welcome, Maryland. Occasional travel to government or contractor facilities within and outside the continental U.S. may be required.

• Security: Personnel may require Top Secret/SCI, Top Secret, or Secret clearances based on assigned duties. Compliance with NRL and DoD security directives is mandatory.

• Personnel: Contractor employees must be US citizens and meet specific training and certification requirements, particularly for Cyber Security Work Force (CSWF) roles.

• Deliverables: Include a Contractor Management Plan, Monthly Financial Status Reports, General Status Reports, Spacecraft Status Reports, Ground Command and Control Status Reports, Information Security Status Reports, and Site Security Status Reports.

• Government Furnished Property (GFP): Contractor is responsible for inventory, storage, maintenance, and calibration of GFP/GFE.
