Scope of Work

The anticipated work involves comprehensive mission system research and development support for the Naval Center for Space Technology (NCST) at the Blossom Point Satellite Command and Tracking Facility (BPTF). Key tasks include:

  • Satellite Command and Control: Real-time performance analysis, fault detection, and correction using Neptune® software.
  • Operations Monitoring & Engineering: Performance analysis, spacecraft testing, engineering, orbital maintenance, and maneuver planning.
  • Ground Command and Control: Sustainment and advanced engineering of RF and digital/electronics equipment.
  • IT and Cybersecurity Support: For BPTF network hardware and software.
  • Software and Application Engineering: Including support for the Neptune® software suite.
  • Logistics: Providing new or factory reconditioned parts and components.

Anticipated Contract Details

  • Type: Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract structure.
  • Pricing: Cost-Plus-Fixed-Fee Task Orders.

Special Requirements

  • Security Clearances: Personnel may require Top Secret/SCI, Top Secret, or Secret clearances. All contractor employees must be US citizens.
  • Personnel Qualifications: Specific training and certification requirements, particularly for Cyber Security Work Force (CSWF) roles, are detailed in the 'Personnel Quals' document. All positions require the ability to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance.
  • Deliverables: Include a Contractor Management Plan, Monthly Financial Status Reports, General Status Reports, Spacecraft Status Reports, Ground Command and Control Status Reports, Information Security Status Reports, and Site Security Status Reports.
