Services include synchronizing efforts with government agencies and host countries on border protection, nonproliferation, counter-smuggling, and the removal, destruction, or disabling of WMD, conventional munitions, or other dangerous materials.
Contract Details
- Contract Type: Indefinite-Delivery, Indefinite-Quantity (IDIQ) for commercial items.
- Pricing Structure: Primarily Time-and-Materials/Labor-Hour.
- Duration: One base year and four (4) one-year options.

Key Requirements & Deliverables
The contractor will provide WMD technical consulting services, including:
- Rapid assessment of bunker and radiological inventory.
- Critical gaps and risk identification.
- Engagement and assistance recommendations.
- Program and project management, technical analysis, strategic planning, training, and capacity building.
- Subject matter expertise in WMD-related activities (security, cybersecurity, engineering, public health, fentanyl).
- Developing detailed plans for destruction, demilitarization, or removal of dangerous materials.
- Performing site surveys, inventories, and advising on destruction methods.
- Preparing experts for international transport and travel to hazardous locations on short notice (as little as 48 hours).
- Obtaining specialized Personal Protective Equipment (PPE) and CBRNE equipment.
Place of Performance
Services will primarily be required in foreign areas, with potential for activities within the United States. Specific locations will be defined in individual Task Orders.

Submission & Evaluation

Special Notes
Contractor personnel must be available immediately and may need to travel on short notice to countries where the U.S. Government cannot provide indemnification or guarantee legal protections. Contractor personnel cannot be armed in these situations. Compliance with U.S. and international standards is required.
