A hierarchical multi-tenant architecture is envisioned, balancing centralized governance with decentralized control for individual CoEs and Schools. Interest exists in AI-assisted workflows for automation in course design, enrollment, and learner progression, with "human-in-the-loop" constraints. Native LMS capabilities are preferred for core functions, with third-party integrations evaluated based on DoD IL4 data residency and open standards (e.g., COTS with REST APIs). The system must support 6500 concurrent users and ensure zero-loss data migration for 1.5 million personnel, preserving historical data and legacy content. Logical separation within a single multi-tenant database with row-level security is acceptable for data isolation. There is no current requirement for offline learning.
