This document provides responses to vendor questions regarding the Request for Information (RFI) for the Mission-Wide Learning Management System (LMS).

• Deployment Model: The government prefers solutions already authorized at DISA Impact Level 4 (IL4). Vendors are expected to provide software licenses and administrative maintenance. If an on-premise solution is proposed, the government's System Integrator will deploy and maintain the LMS.
• Architecture: A hierarchical multi-tenant LMS is envisioned, allowing centralized governance for enterprise security and data standardization, while decentralized control enables autonomous administration for individual Centers of Excellence (CoEs) and Schools.
• Automation & AI: The government is interested in AI-assisted workflows for course design, enrollment, and learner progression, aiming for significant automation in administrative tasks. "Human-in-the-loop" constraints are expected for validation, security, and bias mitigation.
• Integrations: Native LMS capabilities are preferred for core functions to minimize attack surface and streamline ATO. Third-party integrations will be evaluated based on DoD IL4 data residency and open standards, with a preference for COTS solutions with well-documented REST APIs over complex licensing or fragmented SLAs.
• Data Migration: A zero-loss migration preserving operational readiness for approximately 1.5 million personnel is expected, with 100% data integrity for user historical data and accessible legacy content.
• Incumbent: Enterprise Technology Solutions, INC. is the incumbent, with contract number W52P1J20D0049/W911S024F0104.
• Timeline: The RFI response due date was extended to May 29, 2026. An RFP release timeline has not yet been established as market research is ongoing.
• Concurrency: The system must support 6500 concurrent users.
• Data Isolation: Logical separation within a single multi-tenant database with row-level security is acceptable; separate databases are not required.
• Offline Capability: There is no requirement for disconnected or offline synchronized learning at this time.

Request for Information (RFI) / Sources Sought

This RFI is issued by the Product Manager Army Training Information System (ATIS) for market research purposes. It seeks information on commercial-off-the-shelf (COTS) solutions for a Mission-Wide Learning Management System (LMS). This is not a solicitation, and no contract award is guaranteed.

The ATIS requires a comprehensive LMS to deliver, track, and manage training for approximately 1.5 million Army personnel, including components, civilians, and contractors. The system must also integrate with educational needs of 88+ Centers of Excellence and Schools. Key functionalities include supporting instructor-led and asynchronous learning, managing high course loads with potentially thousands of simultaneous users, and automating administrative tasks like enrollment and prerequisite unlocking.

The government is seeking COTS solutions with capabilities in:

• User Management: Logically segregated learning environments for multiple organizational units, with independent administrators, user cohorts, course catalogs, branding, and reporting. Support for bulk user management (CSV, API) and ensuring government ownership of all data.
• Course Delivery & Automation: A robust automation engine for conditional "if-then" rules, compliance with SCORM 1.2, 2004 3rd edition, and Experience API (xAPI). Support for structured learning paths and program sequencing.
• Customization & Integration: Architecture allowing integration of third-party tools via modern standards (e.g., LTI 1.3 Advantage). Access to API and/or source code for building bespoke functionalities, with a preference for non-proprietary, open standards.
• Reporting & Analytics: A configurable reporting engine for user progress, course completions, and compliance metrics, filterable by audience, organization, and date. Global and restricted reporting capabilities.
• Security & Compliance: Deployment within cArmy AWS GovCloud, meeting Impact Level 4 (IL4) security controls. Experience with DoD Risk Management Framework (RMF) and DoD-compliant authentication methods (e.g., SSO, CAC/PKI).

Interested parties should submit a capabilities statement (max 15 pages) including:

• Company Information (Name, POC, CAGE Code, UEI, relevant contracts, business size/socioeconomic classifications).

• A Capability Matrix and Narrative, cross-referencing the vendor's solution against Section 3.0 requirements, detailing how capabilities are met.

• A detailed response to Security & Compliance requirements (Section 3.0 E.1 - E.3) and a description of technical support packages.
