  • Comprehensive Above- and Below-Water Imaging of Navigation Structures
  • Locating subaqueous subsurface objects
  • Sedimentation Prediction Modeling for Navigable Waterways
  • Navigation and Flood Risk Management Project Delivery
  • Non-Structural Dry Floodproofing Specific Individual Program Requirements (IPRs) may be released later to detail end results, context, funding, and due dates.

Contract & Timeline

  • Type: Commercial Solutions Opening (CSO) leading to Firm Fixed-Price contracts.

Submission & Evaluation

This is a two-step process. Step 1 requires offerors to submit solution briefs (maximum 3 pages, PDF format, English, 12pt Arial, 1-inch margins) electronically to Alicia.K.Bounds@usace.army.mil and Whitney.R.Dee@usace.army.mil. Step 2, if a solution is selected and funding is available, will involve the issuance of a Request for Proposal (RFP). Evaluation criteria for RFPs will include technical requirements (innovation and feasibility), importance to agency programs, and price reasonableness. The government reserves the right to move directly to the RFP phase based on a solution brief. Offerors must be registered in SAM for award eligibility.

Additional Notes

Offerors should not include classified or proprietary information in their solution briefs. The government may use submitted information for continuous market research and reserves the right to select none of the submissions.
