Scope of Work

The contractor will provide expertise in adaptive management for the Missouri River Recovery Program. Key responsibilities include:

• Conducting research and monitoring for pallid sturgeon, piping plover, and least tern.
• Designing and assessing Adaptive Management (AM) fish and bird experiments, including statistical expertise.
• Providing training for Missouri River advection-dispersion modeling and analysis.
• Developing and overseeing data management protocols and storage.
• Communicating program findings and providing expert input to the AM process.
• Documenting and authoring SAMP elements, and drafting the annual Adaptive Management Compliance Report (AMCR).
• Facilitating the Pallid Sturgeon Technical Team and AM content at various meetings and workshops.
• Engaging with the Independent Science Advisory Panel (ISAP) on Technical Team products.

Contract Details

• Contract Type: Firm Fixed Price, performance-based service contract.
• Period of Performance: Base year (February 1, 2026 - January 31, 2027) plus two one-year option periods.
• Set-Aside: Unrestricted.
• NAICS Code: 541990 (Other Administrative Support Services), Size Standard: $15 Million.
• Place of Performance: Primarily related to the Missouri River Basin, with administrative functions likely in Omaha, NE.

• Evaluation Factors: Proposals will be evaluated on Experience, Past Performance, and Price. Technical and Past Performance combined are approximately equal to Price. Experience is critical; failure to demonstrate experience in all listed areas may result in an "Unacceptable" rating. Past performance requires two (2) similar projects within the last five (5) years.
• Offer Acceptance Period: Prices must be held firm for 90 calendar days.
