Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products/services to award a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) multiple award contract with Firm Fixed Price (FFP) provisions. The procurement is for Narda-Miteq brand name radio frequency (RF) amplifiers, and potentially their repair. Narda-Miteq is identified as the original and sole manufacturer, and the only approved source certified by the Government for these specific RF amplifiers used in Low Profile Photonics Mast (LPPM) and Flared Base Group (FBG) antenna assemblies. The government has determined that developing and certifying a second source is cost-prohibitive.

• The primary deliverable is Narda-Miteq brand name radio frequency (RF) amplifiers, with specific part numbers listed (e.g., AFD3-012017-15-10P-11, JSD4-18004000-40-8P, etc.).

• Quantities for CLIN 0002 (RF Amplifiers) will be determined in individual orders.

• Contract Data Requirements List (CDRLs) are included as CLIN 0003 (Not Separately Priced).

• A Post Award Conference (CLIN 0001) is also included.

• Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) provisions.

• Period of Performance: Five (5) years from the date of contract.

• Maximum Contract Ceiling: 1330 units across all awardees.

• Minimum Obligation: $200.00 per awardee for a Post Award Conference (CLIN 0001). If only one technically acceptable offer is received, the minimum guarantee is 259 Amplifiers.

• Delivery Location: FOB Destination NUWCDIVNPT Newport, RI.

• Delivery: To be established at order level.

• This solicitation requests quotes; a written solicitation will not be issued.

• Award will be made to all technically acceptable offerors.

• Evaluation criteria include:

  • Offeror being the Original Equipment Manufacturer (OEM) or an OEM Authorized distributor of Narda-Miteq amplifiers (proof required).
  • Confirmation of ability to provide all amplifiers listed in CLIN 0002.
  • Acceptance of credit card payment (surcharge not to exceed 4%).
  • Active registration in SAM at the time of quote submission.

• Quotes must be submitted electronically via email to Hannah Murphy by the closing date.

• Solicited on an unrestricted basis.

• NAICS Code: 335313 (Switchgear and Switchboard Apparatus Manufacturing).

• Small Business Size Standard: 1,250 employees.

• Incorporated FAR/DFARS clauses and provisions are listed and accessible via https://acquisition.gov/.

• Orders exceeding the Micro Purchase threshold will be issued via Delivery Order. Orders under the micro purchase threshold may be placed via Government Purchase card.

• Delivery orders and orders via purchase card for amplifiers will be competed at the order level.

• Unique Item Identifier (UID) required for delivered items costing $5,000.00 or more.

• Preferred payment method is Government Purchase Card (Mastercard); otherwise, electronic payment via WAWF.

• Quotes and attachments must be readable by Microsoft Office or Adobe Acrobat.

• Offerors must provide POC information, CAGE Code, and SAM Unique Entity ID.
