Quick Summary

The Department of the Air Force is conducting a Sources Sought Synopsis for market research to identify potential manufacturers of the MJU-75/B Infrared Countermeasure (IRCM) Flare. This effort aims to determine industry capability and potential for small business set-asides. Responses are due April 16, 2026.

Purpose & Scope

This is a market research effort to identify qualified sources capable of manufacturing the MJU-75/B IRCM Flare (NSN: 1370-01-670-3077). The government seeks to assess the competitive landscape and determine if the requirement can be set aside for small businesses. Prospective sources must demonstrate experience and capability in flare manufacturing.

Submission Requirements

Interested parties should submit a response addressing:

  • Part 1 – Contractor Description Overview: Company name, Point of Contact, business size (NAICS 325920, 750 employees), company certifications (e.g., ISO-9001, ASI-9100, CMMI), and intended proposal approach (prime or subcontractor).
  • Part II – Market Survey Questions: Description of experience providing similar services, including major program risks and mitigation techniques (max 4 pages), and teaming arrangements or methodology to satisfy program requirements (max 1 page).

Eligibility & Set-Aside

The government is interested in responses from all small business concerns, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small businesses. The proposed NAICS Code is 325920 (Explosives Manufacturing) with a 750-employee size standard. Vendors and sub-vendors must possess an approved DD Form 2345 and a Joint Certification Program (JCP) certification number to receive MJU-75/B documentation.

Additional Notes

This is not a solicitation and does not guarantee a future contract award. The government will not reimburse for proposal preparation costs.
