Purpose & Scope
This Special Notice provides updates and responses to industry feedback for the upcoming MJU-76B Pyrotechnics solicitation. The acquisition aims to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the supply of MJU-76B units, with performance anticipated in Utah.
Contract Details & Structure
The contract will be an IDIQ with 5 base ordering periods and an option for 6 additional ordering periods. Multiple RFPs and subsequent orders can be placed within any ordering period, and contractors awarded an IDIQ will be contractually obligated to bid on RFP requests. The first Delivery Order (DO) is intended to include Production, First Article, MSE, CDRL, and Post-award conference CLINs. The FMS source directed CLIN is not anticipated on the first DO. CLIN 0001 (Post award Conference) and CLIN 0002 (MSE admin) are expected to be completed prior to CLIN 0003 (First Article/MSE testing), though concurrent work on CLIN 0003 is at the contractor's risk. A new 7th price band (200K to 250K units) has been added, and the Period of Performance for each production order will be 20 months. Full payment for CLIN 0002 MSE-Admin is allowable post submission and approval of the MSE Admin CDRL.
Key Clarifications & Requirements
The USAF has provided significant clarifications:
- Cybersecurity: CMMC Level 2 (self-assessment) is anticipated.
- Technical Data Package (TDP): The USAF is updating the TDP to provide a clean version without engineering orders. COTS parts (e.g., O-rings) are typically not included in drawing lists.
- Variance Classification: Variances are classified as Critical, Major, or Minor based on impact; any failed Live Acceptance Test (LAT) will be classified as Major.
- Lot Evaluation: Lots are evaluated consecutively, but the USG reserves the right to withhold acceptance of lots with known failure modes.
- Testing: The USAF is open to evaluating alternate test methods for case ejection testing, provided data demonstrates identical scrutiny, accuracy, and repeatability.
- Age Requirement: The 24-month age requirement applies only to energetic materials.
- Pricing: Pricing is expected for each quantity band, covering all production assets from both USG and FMS.
- Clauses: DFARS Clause 252.223-7002 will be incorporated. FAR Clause 52.229-3 will be included for vendors meeting its prescription.
- First Article Testing (FAT): The USAF may waive FAT for production gaps greater than 45 days, depending on circumstances.
