Scope of Work
The MK-58 MLM is used to mark locations at sea, primarily for Sea/Air Rescue training and operations, tracking submarine activity, and as targets for gunfire and bombing exercises. The required device, or its alternative, must meet specific characteristics:
- Approximately 21.7" long by 4.94" in diameter.
- Weighs approximately 11.5 pounds.
- Center of gravity approximately 7.93" from the base end.
- Contains a MK 72 MOD 1 WATER ACTIVATED BATTERY, MK 13 MOD 0 ELECTRIC SQUIB, two transfer fuses, and two Red Phosphorus candles.
- Produces a yellow flame and white smoke.
- Required burn time of 40-60 minutes.

Submission Requirements
Interested parties must submit a Capability Statement package (no more than 10 pages, 8.5 x 11-inch paper, 1-inch margins, single-spaced, Times New Roman 12-point font minimum) electronically to Anita Talavera (anita.m.talavera.civ@us.navy.mil) in Microsoft Word or PDF format. The statement must include:
- SAM.gov notice number.
- Company Name, Address, CAGE Code, Points-of-Contact (primary/secondary) with contact details.
- Company profile (employees, 3+ years annual revenue, office locations, DUNS, business size, small/large business status).
- Prior/current corporate experience (last three years) of similar size/scope, including contract details, prime/sub status, values, government POC, and relevance to this product.
- Type of work performed for similar requirements.
- Ability to manage such a task.
- Ability to begin performance upon contract award without additional negotiations.
- If a small business, explanation of ability to perform at least 50% of tasks.
