Scope of Work
NSWC IHD requires the procurement of:
- Anodes, Connector Plate (FAT): 12 Each, with a 6-week lead time.
- Anodes, Connector Plate: 300 Each, with a 20-week lead time.
- CDRL A001 Test/Inspection Report and CDRL A002 Certification Data Report.
Manufacturing must adhere to NSWC IHD drawings and various specifications, including MIL-A-18001 Rev L, MIL-STD-130N, ANSI/ASQ Z1.4, relevant CFRs, DoD Specifications, ISO (9001, 17025), and SAE AS6174. Key requirements include First Article Testing (FAT) if no accepted deliverables within the last two years, 100% dimensional inspection, product certification, and maintaining an ISO 9001:2015 compliant quality system. Deliverables must be packaged to prevent damage, labeled appropriately, and shipped FOB Destination. Cybersecurity requirements, including CMMC Level 1, are applicable.
Technical Drawings & Export Control
This procurement involves unclassified controlled technical information that is export-controlled. To receive technical drawings, offerors must be currently certified through the United States/Canada Joint Certification Program (JCP) by submitting a completed DD Form 2345. ITAR certification is also required prior to drawing release. Drawing requests must be emailed to Jodi.l.fields.civ@us.navy.mil by Thursday, April 17, 2026, at 10:00 AM EST.
Evaluation & Award
Award will be made to the responsible vendor whose quote is most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) evaluation. Evaluation factors, in order of importance, are Technical (conformance to specifications) and Price (all applicable costs). The Government intends to award without discussions.
