• Award will be made to the responsible respondent submitting the quotation with the lowest evaluated price determined fair and reasonable. This is a price-only award.

• This Request for Quotation (RFQ) is set aside for small business concerns.

• A site visit will be held on June 9, 2026, at 10:00 AM CST at Agassiz National Wildlife Refuge, 22996 290th St NE, Middle River, MN 56737. No questions will be entertained at the site visit.

• Offerors must submit a completed Standard Form 1442, signed amendments (if applicable), pricing for items on the Quote Schedule (Section B), and Representations and Certifications (per FAR Provision 52.204-8, or state if already entered in SAM.gov).

• Bonds are not required for this solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for replacing the air conditioning (A/C) system at the headquarters building of Agassiz National Wildlife Refuge.

• Provide and install two new heat pump units and all associated work.

• Remove existing outdoor condensers, indoor air conditioning coils, and concrete pads.

• Install two new 4" thick concrete pads (minimum 3000 psi) for the new units, designed to shed water and prevent rodent intrusion.

• Install two Carrier Performance Series 3-ton two-stage 18 SEER heat pump systems (or equivalent) with low ambient accessory kits, capable of cooling and heating.

• Install appropriately sized indoor air conditioning coils compatible with the heat pumps.

• Install new, uncombined air conditioning lines from coils to condensers/heat pumps.

• Install condensate lines to the nearest drain.

• Install two programmable thermostats that function without WIFI and can automatically reduce temperatures on weekends and after hours. These thermostats must enable the units to run heat pumps and propane furnaces without manual switching.

• Reduce refrigerant to target maximum efficiency or 500 microns, whichever is lower.

• Dispose of all removed materials.

• Units must be installed according to manufacturer's instructions.

• Refrigerant must be reduced to target maximum efficiency or 500 microns.

• Thermostats must be programmable and function without WIFI.

• Work to be performed at Agassiz National Wildlife Refuge, Middle River, Minnesota.

• The headquarters building is currently occupied; construction activities must not block access.

• Prospective bidders are urged to visit the site. Site inspection arrangements can be made with Jim Graham at (218) 689-7987.

• Electric power and water are available at the job site without metering. Public toilet facilities may be used.

• The Contractor is responsible for daily removal and disposal of debris.

• Site access and equipment storage areas must be authorized by the Manager.

• The Contractor shall restore all work and storage areas to their original condition upon completion.

• The Contractor shall observe all applicable laws and regulations.

• The Contractor shall protect structures and vegetation during work and restore any damaged vegetation at their own expense.

• Materials must be delivered dry, undamaged, and stored off the ground with weather-tight covering.

• The Contractor is responsible for obtaining all permits and licenses, paying fees and taxes, and giving necessary notices.

• The Contractor shall be available for conference calls with the Contracting Officer and Representative.

• The Contractor shall be liable for damages to roads, utilities, structures, and property.

• Submittals of all items listed in Section VIII are required for approval prior to the start of work.

• Manufacturer's warranties, guarantees, and certificates for installed equipment must be submitted.

• USFWS will remove fencing, current concrete pads, and level the existing site for new concrete. USFWS will not pour the concrete. This specific task by USFWS requires 5 business days.

• Final inspection requires a written request at least 10 days prior to anticipated completion.

• Final payment requires evidence of completion, guarantees, warranties, certificates, and as-builts.
