Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines requirements for woody vegetation removal on the Agassiz National Wildlife Refuge (NWR) to enhance firebreaks. The project involves mowing/mulching and cut/stump treatments on levees.

• Removal of woody vegetation within the levee, extending from ditch bottom to ditch bottom.

• Mowing, grinding, or hand-cutting of vegetation stems as close to ground level as possible.

• Handling of snow levels for mowing (up to 10 inches), with specific requirements for stumps.

• Felling of larger trees by hand, ensuring they are cut close to the ground and removed from ditches and access trails.

• Piling of removed trees and woody debris in designated areas, away from the levee, for consumption by fire.

• Mowing to be done as close to ground level as possible.

• Stumps (2 inches or larger basal diameter) must be ground to within 2 inches of ground level.

• Felled trees must be removed from ditches and access trails.

• Tree piles must be stacked to allow for effective burn consumption, with specific size and orientation requirements.

• Work must minimize rutting, disturbance, or compaction of soil/sod and prevent the spread of noxious/invasive species.

• Work cannot begin until after November 15th, 2026.

• Work must be completed by March 15th, 2027.

• Location: Agassiz National Wildlife Refuge Headquarters, 22996 290th Street NE, Middle River, Minnesota 56737. Worksite locations are detailed on an attached map.

• Contractors must inform the listed contacts at least 48 hours prior to starting work.

• Site visits prior to bidding are highly recommended.

• Bids must include all mobilization and related fees.

• Equipment must be secured on-site and is the contractor's responsibility.

• Equipment must be cleaned pre and post entry to prevent the spread of noxious/invasive species.

• Payment will be processed upon receipt of proper invoices and inspection of work.

• A complete herbicide application record must be submitted upon completion of work.

• Tree pile specifications include placement more than 50 feet from the levee, removal of earthen material, tight stacking, and specific dimensions (10'L x 10'W x 5'H minimum, 25'L x 25'W x 20'H maximum).

This solicitation is for the mechanical clearing of levee brush and tree removals for the U.S. Fish and Wildlife Service at the Agassiz National Wildlife Refuge in Middle River, MN. The contract will be a 100% Total Small Business set-aside, firm-fixed price contract.

• Mechanical clearing of levee brush and tree removals.

• The work involves approximately six miles of clearing across two separate areas.

• A map of the location to be serviced is provided in the Statement of Work.

• Contract Type: Firm-fixed price.

• Period of Performance: November 16, 2026, to March 15, 2027.

• Delivery Date: April 15, 2027.

• Quotes must be submitted on company letterhead and include specific information as requested.

• Offerors must complete and submit the attached document labeled "B12 Quote Sheet".

• Quotes and questions must be emailed to khalilah_brown@fws.gov by May 25, 2026, at 5:00 PM EST.

• Evaluation Criteria: Best Value-Comparative Evaluation, considering Technical Acceptability, Past Performance, and Price. Technical Acceptability and Past Performance are more important than price.

• This acquisition is a 100% Total Small Business set-aside.

• Attachment B12 is required to be completed and submitted with the quote.

• If a subcontractor is used, their legal business name must be provided. If no subcontractor is used, indicate that all work will be performed by the primary contractor.
