This document is a solicitation for a Firm Fixed-Price Construction contract for a Roadway Paving Project at Agassiz NWR. The estimated magnitude of construction is between $500,000 and $1,000,000.00.

• Roadway paving services for specific locations: Webster Trail, Northgate Road, Westgate Road, Northwest Pool, and Lost Bay Wildlife Drive.

• Work hours are limited to between one-half hour before sunrise and one-half hour after sunset, and no work on Saturdays, Sundays, or Federal holidays unless authorized.

• Special requirements include environmental considerations, preservation of historical and archeological data, and adherence to green procurement requirements.

• Contract Type: Firm Fixed-Price Construction.

• Period of Performance: 150 days after notice to proceed. The performance period is from 05/25/2026 to 10/16/2026.

• Estimated Value: Between $500,000 and $1,000,000.00.

• Proposal Submission: Must be submitted electronically via e-mail to christa_garrigas@ios.doi.gov.

• Key Deadlines: Offers are due by 05/21/2026 at 12:00 pm EST. Questions regarding the solicitation must be submitted by 04/18/2026.

• Evaluation Criteria: Award will be made to the responsible offeror submitting the quotation with the lowest evaluated price determined fair and reasonable. This is a price-only award.

• This Request for Quotation (RFQ) is set aside for small business concerns.

• A site visit will not be held for this acquisition; approval is required beforehand if one is desired.

• Offerors must submit a bid guarantee of 20 percent of the bid price or $3 million, whichever is less.

• Performance and Payment Bonds are required within 10 days of award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To solicit quotes from contractors for road rehabilitation projects on the Agassiz National Wildlife Refuge.

This project involves rehabilitating up to 10.14 miles of gravel roads. Specific work varies by location:

• Webster Trail Road (1.39 miles) & Northgate Road (3.75 miles):

  • Remove 4 inches of existing gravel.
  • Install Tensar HX145 geogrid (or equivalent) along the entire road length.
  • Spread the stripped aggregate plus an additional 4 inches of Class V gravel.
  • Ensure a finished grade with a 1/2-inch drop per foot crown for drainage.
  • Address emergency spillways as directed by the project manager.
  • Compact using a roller packer or pneumatic roller.
  • Contractor to provide geogrid, aggregate, and incidentals.

• Westgate Road (3.1 miles) & Northwest Pool Road (1.52 miles):

  • Spread 2 inches of Class V gravel along the entire road length and width.
  • Compact using a roller packer or pneumatic roller.
  • Contractor to provide aggregate.

• Lost Bay Wildlife Drive (0.38 miles):

  • Rebuild the road shoulder and ditch bank along the south side to a 3:1 slope using clay fill.
  • Top dress with 4 inches of black dirt.
  • Estimated 1,115 cubic yards of fill material; reimbursement based on actual materials and labor.
  • Contractor to provide all aggregate and materials.
  • Re-establish turf in disturbed areas using MNDOT Seed Mix 35-241 (45 lbs/acre).
  • Install biodegradable erosion control blankets over seeded areas.

• Location: Agassiz National Wildlife Refuge, Middle River, Minnesota. GPS coordinates provided for each site.

• Completion Deadline: October 16, 2026.

• Contractors must notify the listed contacts 48 hours prior to starting work.

• Site visits prior to bidding are highly recommended.

• Bids must include all mobilization and related fees.

• Equipment left on-site is the contractor's responsibility and must be secured.

• Equipment must be cleaned pre and post-entry to prevent the spread of noxious/invasive species.

• Work must minimize soil disturbance, rutting, compaction, and spread of invasive species.

• Payment processed after invoice receipt and work inspection.

• Note: Not all work may be completed based on budgetary constraints. Road segments and associated work may be adjusted.

Wage Determination
