This solicitation is for the U.S. Fish and Wildlife Service to procure services for sealing two (2) artesian wells per MN Rules 4725.3850 and Minnesota Statute 103I.301. The work involves sealing unused wells and registering the sealing with the state. A well sealing log will be provided to the Field Station and the Regional Environmental Compliance Coordinator. The contractor must be licensed or a licensed well-sealing contractor per Minnesota Statues, Section 103I.301.

• Sealing of two (2) artesian wells.

• Registration of well sealing with the state.

• Provision of a well sealing log.

• The period of performance is from September 1, 2026, to March 30, 2027.

• The contractor shall begin performance within 45 calendar days and complete the work within 257 calendar days after receiving notice to proceed.

• Site Visit: June 24, 2026, at 9:00 AM CST at Winona District Shop, 3 Kansas Street, Winona, MN 55987. Contact: Robert McGinn (Robert_mcginn@fws.gov).

• Questions Due: June 25, 2026, to Bill Koski (William_koski@ios.doi.gov).

• Quotes Due: July 8, 2026, to Bill Koski (William_koski@ios.doi.gov).

• Offers are due by 1500 local time on July 8, 2026.

• Sealed envelopes containing offers shall be marked with the offeror's name and address, solicitation number, and date/time offers are due.

• The contractor must be licensed or a licensed well-sealing contractor per Minnesota Statues, Section 103I.301.

• Alternative Payment Protections clause (52.228-13) is included, requiring a payment bond of 100% of the contract price, submitted within 30 days of award, providing protection for the full contract performance period plus one year.

This document is Section B, "Prices (Quote Schedule)" (SF1442), and serves as the bid form for the UMR NWFR – Districts Artesian Well Capping Project. It is to be completed and submitted by potential bidders.

• Firm Information: Requires Name, Address, City, State, Zip Code, Unique Entity ID (SAM.gov), Point of Contact Name and Title, Phone Number, and Email Address.
• Contract Type: This requirement is for one (1) Firm Fixed Price Construction contract.
• Pricing Schedule:
  • Item no. 00010: Lump Sum, Wells & Alternates. Includes Quantity (1), Unit of Measure (LS), Unit Price, and Total.
  • Task 1: Winona District - Artesian Well (includes Total).
  • Task 2: La Crosse District - Artesian Well (includes Total).
  • Tasks 1 & 2 Total
  • Add Alternate #1: Remove hazard tree prior to performing work.
  • Add Alternate #2: Remove piping and culvert from trough to creek.
  • Add Alternate #3: Remove concrete trough.
• Grand Total: A field for the overall total price.

Bidders must complete this form accurately with their pricing for the base work and any selected alternates. This document is critical for proposal preparation and will be used to determine the total bid price for the construction contract.

Statement of Work (SOW)

To seal two (2) artesian wells located in Minnesota in accordance with state regulations.

• Seal two artesian wells: Well #1 (12-inch casing, 140-150 feet deep) near Minnesota City, MN, and Well #2 (4-inch casing, estimated depth to be determined) near La Crescent, MN.

• Work must be completed when the ground is frozen to ensure site access and prevent environmental damage.

• Remove debris, including concrete casing and metal piping, from wells.

• Perforate well casing in confining layers as per state code.

• Seal wells according to Minnesota Rules 4725.3850 and Statute 1031.301.

• Provide copies of the Well and Boring Sealing Record to the U.S. Fish and Wildlife Service and the State of Minnesota.

• Compliance with Minnesota Rules 4725.3850 and Statute 1031.301.

• Completion of well sealing reports and records within 60 days of work completion.

• Work must be completed when the ground is frozen.

• Well #1 is located at the U.S. Fish and Wildlife Service Mathy Site, Minnesota City, MN.

• Well #2 is located at the U.S. Fish and Wildlife Service Miller Site, La Crescent, MN.

• Work must be conducted by a licensed contractor or licensed well-sealing contractor.

• Site visits are scheduled for June 24th, 2026, starting at 9:00 AM.

• Access to Well #1 requires crossing private property and arranging access with Wendy Woyczik.

• Access to Well #2 requires a locked refuge gate and arranging access with Tim Miller.

• Contractors are encouraged to bring equipment to inspect wells for debris or redrilling needs.

• Equipment must be clean prior to accessing sites to prevent the introduction of invasive species.

• A hazard tree at Well #2 may need to be removed.

• Optional items may include removal of metal pipe/culvert and cement cattle trough, depending on available funding.
