This document is an Invitation for Bid for the sale of U.S. Government scrap metal by the MN USPFO. The sale involves unseparated ferrous and non-ferrous scrap metal.

• The contractor must provide two roll-off containers, each with a minimum volume of 20 cubic yards and a maximum of 30 cubic yards.

• Containers will be placed at two locations in New Ulm: New Ulm Armory (205 North Broadway Street) and New Ulm Field Maintenance Shop (1523 South Washington Street).

• The contractor must pick up a full container within 48 hours of notification and immediately replace it with an empty one.

• The scrap metal is to be weighed on certified scales after removal, and weight tickets must be provided to the Government.

• The contractor is responsible for securing their loads.

• The agreement is for a one-time use.

• Expected container drop-off date: March 17, 2026.

• Expected container pick-up date: March 23, 2026.

• Payment is due within 10 days of container pick-up.

• Bids are due no later than 11:00 AM CST on March 12, 2026.

• Bids can be delivered in person, emailed, or mailed to the United States Property & Fiscal Office.

• Emailed bids are preferred and should be sent to ariel.d.gould.civ@army.mil.

• Telephonic bids will not be accepted.

• The Government reserves the right to refuse all bids.

• Bidder's Name, Signature, Business Name, Address, TIN, UEI, CAGE Code, Phone, and Email are required.

• Bidders must be at least 18 years old.

• Bidders cannot be employees of a Federal Government agency prohibited from purchasing property, or an agent/household member of such an employee.

• Contractor employees with access to official property disposal records are prohibited from bidding.

• Bidders must not be delinquent in paying debts due to the United States from prior surplus property purchases.

• Property is sold "as is" and "where is" with no warranty.

• Bidders are cautioned to inspect the property before bidding.

• Payment terms include deducting the container fee from the payment amount, which must be listed on the weight slip transaction report.

• Acceptable forms of payment are certified check or money order only.

• The contractor must provide two roll-off containers (minimum 20 cubic yards, maximum 30 cubic yards) at two specified locations in New Ulm, MN.

• The contractor must pick up full containers within 48 hours of notification and immediately replace them with empty ones.

• The contractor must weigh the scrap metal on certified scales after removal and provide a weight slip transaction report to the Direct Sales Officer.

• The contractor must secure their loads.

• The agreement is for one-time use.

• Payment is due within 10 days of container pickup.

• The approximate net weight of scrap metal is 10,000 pounds.

• Bids are due no later than 11:00 AM CST on March 11, 2026.

• Bids can be delivered in person, emailed, or mailed to the United States Property & Fiscal Office.

• Emailed bids are preferred and should be sent to ariel.d.gould.civ@army.mil.

• Telephonic bids will not be accepted.

• The Government reserves the right to refuse all bids.

• Bid Acceptance Period is 15 calendar days.

• Bidders must be at least 18 years old.

• Bidders must provide their Federal Tax Identification Number (TIN).

• Bidders must not be delinquent in paying debts to the United States from prior surplus property purchases.

• Certain government employees and contractor employees are prohibited from bidding.

• Property is offered "as is" and "where is" with no warranty.

• Bidders are cautioned to inspect the property before bidding.

• Acceptable forms of payment are certified check or money order only.

• Payment is to be made payable to the U.S. Treasury.

• Half of the payment is due prior to pickup, and the other half within 10 days after pickup.
