All items must be marked with the kosher certification hechsher. Total amounts may be adjusted to the next highest case count.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base Period, with deliveries starting on 04/01/2026.

• Delivery Location: Federal Bureau of Prisons, FCI Marianna, 3625 FCI ROAD, Marianna, FL 32446 (Food Service Warehouse).

• Offer Due Date: 02/20/2026, 16:00 CT.

• Evaluation Factors: Past Performance (60%) and Price (40%).

• Submission Instructions: Offerors must submit quotes electronically via SAM.gov. Partial shipments are not accepted unless split shipment for a line item is requested.

• This solicitation is set aside 100.00% for Women-Owned Small Business (WOSB).

• Items may require thawing and cooking to determine compliance with ration specifications.

• Receipt of delivery is conditional for seven (7) days for examination and testing.

• All merchandise must be shipped on pallets.

• Normal delivery hours are 7:30 AM to 2:30 PM, excluding Federal Holidays.

• Method of payment is at the sole discretion of the Contracting Officer.

This document is a Request for Quotation (RFQ) 15B30826Q00000006 for kosher food at the Federal Correctional Institution in Marianna, Florida. The government intends to award a contract to the responsible offeror whose offer is most advantageous, considering past performance and price.

• Bidders must quote only on items that meet the required specifications.

• A letter of kosher certification must be included with the bid.

• Substitutions will not be accepted.

• The form of payment is at the discretion of the Contracting Officer.

• Quotes must be submitted via e-mail in PDF format. Faxed quotes will not be accepted.

• Evaluators will not make assumptions or inferences regarding missing or incomplete data; incomplete quotes may result in elimination.

• The award will be made to the responsible offeror(s) whose offer is conforming to the solicitation and considered most advantageous based on past performance and price.

• All potential offerors must be registered in the SAM database.

• Potential offerors are required to complete annual representation and certifications electronically via the On-line Representations and Certifications Application (ORCA) website.

• All communications regarding this RFQ, including technical questions, must be in writing via e-mail to kstewart1@bop.gov. Questions will not be answered by telephone or in person.
