Quick Summary
The U.S. Army Corps of Engineers, Walla Walla District, has issued a Special Notice regarding a life safety upgrade at McNary Dam. This notice seeks information from potential sources who can provide BACnet-compatible smoke control equipment that is natively and seamlessly interoperable with the existing proprietary Tridium Niagara Framework and Honeywell JACE 8000 hardware. This is a brand-name justification notice, not a request for competitive proposals. Responses demonstrating capability for alternative solutions are due by April 9, 2026.
Purpose & Background
The U.S. Army Corps of Engineers is executing a firm-fixed-price contract for a life safety upgrade at McNary Dam, which includes installing a new smoke control system. A critical requirement is the direct and native interface with the facility's existing Direct Digital Control (DDC) system, built on the proprietary Tridium Niagara Framework using Honeywell JACE 8000 hardware. Due to these strict integration needs, the Government intends to specify an authorized Honeywell/Tridium integrator. This justification is made under 10 U.S.C. §3204(a)(1) as implemented by FAR 6.103-1(b) for brand-name descriptions.
Call for Alternative Solutions
This notice is not a request for competitive proposals or bids. The Government is seeking information from responsible sources who can provide an alternative solution that is fully and seamlessly interoperable with the existing Honeywell JACE 8000 hardware and Tridium Niagara Framework infrastructure at McNary Lock and Dam.
Interested parties must submit a statement of capability providing clear and convincing evidence that their proposed alternative can:
- Integrate natively with the existing Tridium Niagara system.
- Operate without custom gateways, middleware, separate proprietary software platforms, or additional specialized training for Government personnel.
- Achieve full functionality for all monitoring, sequencing, and alarming from the central Niagara station.
- Not void the existing system's warranty.
