Wage Determination

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide HVAC Monitoring Services, including Building Automation and Control Network (BACnet) system monitoring, troubleshooting, and repair for the Mingo National Wildlife Refuge (NWR) Visitor Center and Offices.

• Monitor and manage the HVAC system, which includes 19 heat pumps, 2 energy recovery units, 2 dehumidifying units, numerous wall heaters, 21 geothermal lines, and 2 geothermal pumps.

• Provide troubleshooting and repair of BAS system and component malfunctions (excluding component costs) through a combination of remote and on-site services.

• Identify failed components and provide estimates for replacement parts and labor.

• Offer recommendations for improved system operations and assistance with operational issues.

• Provide software upgrades from the control component manufacturer.

• Establish a service call response protocol with three tiers: Emergency (immediate response), High Priority (within 2 business days), and Normal Priority (mutually agreed timeframe).

• Service call response protocol based on urgency and impact.

• Government acceptance contingent upon meeting specified performance requirements and terms of each BPA call.

• Period of Performance: January 12, 2026, through January 11, 2031 (5-year BPA).
