Statement of Work (SOW) / Performance Work Statement (PWS)

The Program Development and Integration Directorate (AFSC/SWXY) requires a safe and secure method for destroying unclassified and classified materials, including IT equipment and associated physical assets, in accordance with Air Force security guidelines. This is an urgent requirement to address safety hazards, security risks, and space constraints.

• Provide a destruction service for classified material designated for destruction.

• Services must be performed in accordance with 32 CFR 2001.47 and specified security guidelines.

• The service includes monitoring contractor actions of sorting, de-manufacturing, and destruction of classified materials on-site at Wright-Patterson Air Force Base (WPAFB).

• Materials will be reduced to unclassified e-waste, unclassified HAZMAT, and/or unclassified recyclables.

• This will be a Firm Fixed Price contract.

• Program Manager: Provide a single point-of-contact for managing the contract and interfacing with the Government.

• Tracking System: Maintain a system for tracking contract progress.

• Meetings: Participate in discussions and meetings with the Government.

• Travel: Contractor personnel will travel to AFSC/SWXY (WPAFB) with prior Government approval.

• Inventory: Ensure proper inventory of all equipment slated for destruction.

• Destruction: Perform destruction of inventoried equipment in accordance with DoD security policies (specific memorandums and SOPs are referenced).

• Task 1 (Destruction Experience): Destruction service must have experience with national security information and IT equipment destruction/disposal, accommodating classified material up to TS//SAP/SCI. Two personnel require TS/SCI clearances; others require collateral secret level.

• Task 2 (Kick-off & Timeline): Conduct a kick-off meeting to provide the disposal timeline, a list of individuals performing disposal, and proof of clearances. The timeline will detail the total length of the destruction service.

• Task 3 (On-site Services & Witnessing): Provide services on-site at WPAFB, allowing the Government to witness the entire process (sorting, de-manufacturing, destruction). Provide a destruction receipt with a full itemized list of disposed items.

• Task 4 (Off-site Transport & Disposal): Transport unclassified e-waste, HAZMAT, and recyclables off-site for final disposal. Perform a final walkthrough with the AFSC/SWXY Point of Contact (POC) to verify disposal and ensure positive control throughout the lifecycle.

• Kick-off Meeting: Scheduled within 14 days after contract award.

• Itemized Report: Provided with 10 days of completion.

• Final Walkthrough: Completed with AFSC/SWXY POC prior to departing the facility.

• Period of Performance: 30 days to schedule, destroy, and conduct closeout.

• Place of Performance: On-site at Wright-Patterson Air Force Base (WPAFB).

• Travel: Requires one 2-week TDY for System High.

• Contractor shall participate in discussions, consultations, and meetings during Government closeout activities and reviews of project deliverables.

The Air Force Sustainment Center (AFSC/PZIMB) at Tinker Air Force Base, Oklahoma, intends to award a Sole Source, Firm-Fixed-Price contract for Mobile Destruction Unit Service. This solicitation is a sole source requirement to System High Corporation (CAGE 4E9G1). The service involves on-site disassembly and destruction of unclassified and classified materials at WPAFB.
