While specialized hardware may still be required, the focus is on a distributed, efficient model for approximately 1,000 users, with up to 300 concurrent licenses across FBI's global footprint.

  • Management Capabilities: Concurrent user license allocation, renewal, and management; statistical reporting; managed software updates; permission management; deployment within an FBI-enclave; and temporary offline license functionality.
  • Mobile Forensic Capabilities: Unlocking locked mobile devices; Full File System extraction for Android and iOS (AFU/BFU states); Keystore and Keychain credential decryption; offline operation; and parsing extractions with non-proprietary COTS tools.
  • Technical Preferences: Solutions should offer encrypted connections, 508 compliance, LDAP or AzureAD compatibility, and support deployment in Azure government cloud and on-premises (classified/unclassified environments), including functionality without a direct internet connection.
