Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is issuing a Special Notice / Request for Information (RFI) to identify industry capabilities for the fabrication of Mobile Launch Vehicles (MLVs). These MLVs are specialized for launching scientific balloon payloads. NASA seeks information from interested parties capable of fabricating at least one MLV within 18 months of award, with an option for a second. Responses are due by April 17, 2026, 5:00 PM ET.
Scope of Work
This RFI focuses on the fabrication and acceptance testing of new MLVs, based on an updated design. The scope includes:
- Fabrication of the MLV Chassis, designed to accommodate a commercially available Caterpillar 966M Wheel Loader.
- Meeting specific minimum (820-REQ-13) and maximum (820-REQ-NBOC2-40-1) specifications.
- Key requirements for the MLV Chassis include:
- Design to prevent tipping, accommodate dynamic loads, and allow for sea vessel and highway transport (max 25 ft width in launch configuration).
- A launch boom 4 feet wide, reaching 40-41 feet high, supporting up to 350 lbs.
- A 30-year life cycle and operational capability in extreme environments (-25°C to 40°C, 10-100% humidity).
- Compliance with OSHA safety standards, an independent hydraulic system, and a wireless remote control interface.
- Deliverables include the MLV Chassis, training for personnel, as-built drawings, and updated documentation.
- The effort requires proof testing, loaded maneuverability and stability testing, and engineering reviews (System Requirements Review, Preliminary Design Review, Critical Design Review).
