This Call for Solution (CFS) seeks innovative approaches for a Mobile Tactical Cannon (MTC) Resupply Capability (RC). The U.S. Army is procuring solutions to efficiently transport and deliver 155mm artillery ammunition to the new MTC, replacing current inadequate resupply methods that are slow, unreliable, and physically demanding for soldiers.

• Operational Efficiency: Significantly reduce ammunition total cycle time, aiming for over 2 complete rounds per minute transfer.

• Human Factors: Minimize soldier fatigue and injury risk during ammunition handling.

• Maintainability: Ensure high reliability and ease of maintenance for resupply equipment.

• Adaptability: Solutions should be adaptable for large-scale combat operations and agile concepts, potentially through modular designs.

• Ammunition Storage: Scalable storage capacity (0.5x to 4x MTC's capacity) and ability to store precision munitions.

• Platform Integration: Compatibility with existing U.S. Army Tactical Vehicles (e.g., PLS, FMTV, JLTV) via modular payloads or integration kits.

• Inventory Management: Enable digital inventory tracking or sufficient workspace for manual/assisted management.

• Workspace: Adequate space for efficient ammunition preparation and transfer.

• Crew Size: Minimize crew to three operators, allowing up to five for preparation/transfer.

• Survivability: Secure transport of ammunition and protection of components.

• Reliability: Target Operational Availability (Ao) of 0.75 (T) and 0.85 (O).

• Award Instrument: Other Transaction (OT) for Prototype Project (10 USC 4022).

• Award Type: One or more awards anticipated.

• Submission Type: Solution Brief.

• Business Status Affirmation: Checkboxes to identify if the entity is:
  • A Nontraditional Defense Contractor (NDC) or Nonprofit Research Institution (NRI).
  • All significant participants (other than the Federal Government) are small businesses or nontraditional defense contractors.
  • At least one-third of the total cost of the prototype project is paid by non-Federal Government sources.
• Explanation for 10 USC 4022(b)(d) Participation: A section for the Prime Offeror to explain how they are satisfying requirements related to NDC or NRI participation to a significant extent, detailing the factors of their contribution and providing total estimated cost and percentage of NDC/NRI contribution.
• Certification: Signature, Printed Name, Title, and Date of the undersigned.
