Deliverables include an Installation Plan, Monthly Status Reports, and an Installation Report.
Contract Details
This will be a Firm-Fixed-Price, non-personal services contract. No separate reimbursement for travel, materials, or other direct costs (ODCs) is authorized. The NAICS code for this requirement is 237130 (Power and Communication Line and Related Structure Construction) with a $45 million size standard.
Period of Performance & Deadlines
The period of performance is anticipated from June 1, 2026, to August 1, 2026, with installation required to be completed no later than July 1, 2026.

Submission & Evaluation
Quotes must be submitted via email to jalittle2@fbi.gov and consist of two parts: a Price Quote (including SF-1449) and a Technical Volume. Award will be made to the lowest priced technically acceptable offeror, based on evaluation of technical capability and price.
Additional Notes
Offerors must be registered in the System for Award Management (SAM). The tower owner requires the contractor to carry at least $5 million in liability insurance, and the contractor must provide OSHA competent personnel. Invoices must be submitted electronically through the Invoice Processing Platform (IPP).
