Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the manufacture of a specific aircraft item to support the U.S. Coast Guard (USCG) Aviation Logistics Center's (ALC) Programmed Depot Maintenance (PDM) efforts.

• Manufacture of the aircraft item identified in Attachment 1 ("Schedule with First Article - 70Z03826QJ0000131") or Attachment 2 ("Schedule - 70Z03826QJ0000131").

• The Contractor shall provide all necessary materials, labor, tooling, and facilities.

• Manufacturing must adhere to the ALC Drawing Numbers specified in Section 3.0.

• Requirements include deburring, marking, testing, and applying finishes.

• First Article: A quantity of one (1) unit must be provided within thirty (30) days of purchase order receipt for testing. The USCG will test the First Article on aircraft within 30 days of receipt. Approval or disapproval will be communicated in writing within ninety (90) calendar days after receipt.

• Quality Control: The Contractor must maintain a quality system compliant with ISO 9001-2000 or equivalent. Inspections, tests, and calibration are the Contractor's responsibility.

• Documentation: Certification that the item complies with ALC drawings must be provided with each item. Payments are contingent on receiving these certifications.

• Warranty: The Contractor's standard warranty for manufactured items must be provided.

• Work will be performed at the Contractor's facility or a USCG-approved facility.

• Access to Drawings: Contractors must be registered in the Defense Logistics Agency's (DLA) Joint Certification Program (JCP) and complete a Non-Disclosure Agreement (DHS Form 11000-6) to access drawings. Requests for drawings should be submitted to Adam.A.Finnell2@uscg.mil.

• U.S. businesses only will be provided with documents; foreign entities require specific authorization.

• Records and Reports: A Certificate of Conformance (COC) IAW RFO 52.246-15 must be furnished for all manufactured items.

• CLIN 1 (First Article): 1 unit due thirty (30) calendar days ARO.

• CLIN 1 (Production): 3 units due sixty (60) calendar days upon favorable Form, Fit, and Function test of the first article.

• CLIN 2 (Production Buys): 4 units due thirty (30) calendar days ARO.

• Early deliveries are desired and acceptable.
