Quick Summary
The Department of the Air Force is conducting market research through a Special Notice/Request for Information (RFI) for the Modernization and Upgrade of LC-130H Polar Mission aircraft to LC-130J configuration. This effort seeks to identify potential sources capable of providing design, development, manufacturing, production, and sustainment expertise. The government anticipates a sole-source environment with LOCKHEED MARTIN CORP due to not fully owning the necessary technical data. Responses are due by January 12, 2026.
Scope of Work
This RFI seeks capabilities for:
- Integrating systems into the LC-130J to meet Polar Mission requirements without degrading baseline capabilities.
- Developing aircraft systems, subsystems, operational flight profiles, outer mold lines, landing gear, skis, and components.
- Demonstrating capability to receive, store, inspect, modify, and develop systems.
- Procuring all required materials and identifying long-lead items.
- Providing engineering expertise for modification/modernization.
- Possessing or obtaining required tooling without degrading the baseline aircraft.
- Producing a design that meets Polar Mission requirements and Air Force/Commercial airworthiness certifications, including all necessary artifacts.
- Producing a quality verification/inspection plan adhering to 8210 and ISO 9000 standards.
Key Requirements for Respondents
Respondents must provide documentation and evidence of:
- Previous actions and procurement of necessary access/resources.
- Specific tooling and fixtures with current technical ability.
- Experience with critical equipment.
- Previous C-130J acquisition activities demonstrating the ability to deliver certified modifications without Original Equipment Manufacturer (OEM) data or support.
