Scope of Work
The Army is looking for rapid, iterative prototyping solutions that enhance operational efficiency, data visibility, and reduce sustainment costs within its Logistics and Finance sectors. Solutions must address LCNC and modernization capabilities for both non-transactional and transactional functions, integrating with five current Army ERP systems (GFEBS, GFEBS-SA, GCSS-A, LMP, AESIP Hub, SAAS-MOD). All solutions must comply with DoD auditability, internal controls, traceability, segregation of duties, Army cybersecurity, governance, and interoperability standards, and be deployable in cArmy 2.0.
The nine Areas of Interest (AOIs) are: Mission Operations Support, Asset Acquisition, Real Estate, Supply, Fulfillment, Transportation, Maintenance, Manufacturing/Remanufacturing, and Resource Allocation. Approved LCNC platforms include Appian, Army Vantage, Palantir, PowerApps, Salesforce, SAP, and ServiceNow.
Contract & Timeline
- Type: Open and Continuous Call for Solutions (CFS) under the Army Open Solicitation (AOS). Awards will be made using Other Transaction Agreements (OTAs) or Federal Acquisition Regulation (FAR) contracts.

Submission & Evaluation
The submission process involves three potential phases:
- Solution Brief: Submit a white paper outlining the solution, a Rough Order of Magnitude (ROM) estimate, cover letter, and Affirmation of Business Status Certification (ABSC) form. Evaluation focuses on relevance, uniqueness, technical merit, feasibility, alignment with Army objectives, and company viability.
- Pitch Session: Selected companies may be invited for an in-person or virtual pitch.
- Proposal: Selected companies submit a full written proposal. The Government may bypass Phase 2. Successful prototypes may lead to follow-on production contracts.
