Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Air Force Test Center (AFTC/PZI) at Arnold Air Force Base (AFB) is conducting a Sources Sought to identify capable industry sources for the Modernization of Test Control Sequencer System. This effort aims to replace and update an existing, obsolete system and its associated software, which is critical for ground test simulations of solid-propellant rocket motors. This is an informational notice, not a Request for Proposal (RFP). Responses are due by February 12, 2026.
Purpose & Scope
The primary objective is to provide updated test control sequencing for a test cell that simulates solid-propellant rocket motors under various pressure altitudes, addressing the obsolescence of the current system. The project encompasses the design, analysis, fabrication, procurement, delivery, installation, commissioning, and verification of the new Test Control Sequencer System and supporting hardware. The scope includes specific boundaries for installation and software.
Key Requirements
- System Replacement: Replace and update the current test control sequencer system and software packages.
- Performance: Support ground test simulations of solid-propellant rocket motors, providing enhanced reliability.
- Technical Specifications: Requirements include NI PXI chassis/modules, ANSI C-Code programming, AEDC Data System interfacing, I/O interface cables, fiber optic communication, operator interface panels, and adherence to AEDC standards and NFPA 70.
- Deliverables: Milestone review materials, design drawings (installation, assembly, electrical), system interface diagrams, source code descriptions, test plans (Factory Acceptance, Commissioning), software packages/licenses, Bill of Materials, and a critical spares list.
- Data Rights & Training: The Government will receive five-year Government Purpose Rights to all technical data and drawings, converting to Unlimited Rights. On-site orientation and training, including materials, will be provided and recorded.
- Quality Control: A Quality Control Plan (QCP) must be developed and maintained.
Contract & Timeline
