Justification & Rationale
This action is justified under 10 U.S.C. 2304(c)(1). The ServiceNow platform is the current enterprise platform of record for USU, holding a Joint Authorization Board (JAB) type FedRAMP authorization and meeting USU's Authorization to Operate (ATO). Under the Department of Defense (DoD) Enterprise Software Initiative (ESI), Carahsoft Technology Corp. is identified as the only vendor capable of meeting USU's specific ServiceNow requirements. The anticipated cost is deemed fair and reasonable, based on negotiated BPA pricing. No other sources have expressed interest in this acquisition.
Additional Notes
The government will continue to monitor the marketplace for future requirements to remove barriers to competition. However, at present, ServiceNow via the Navy's BPA N6600119A0120 is the only software solution meeting the government's needs.
