Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically a Request for Quotation (RFQ) for the purchase of Grass Hay and Alfalfa Hay. The acquisition is a Total Small Business Set-Aside.

• Task 1: Grass Hay: 100 tons of 6 string rectangle bales of grass hay. Specifications include: 10-16% crude protein, 2025/2026 crops, domestically grown, sun-cured, free of mold, dust, specific weeds, animal contamination, foreign matter, and blister beetles. Acceptable varieties include Meadow, Blue, Timothy, Orchard, Coastal, and Bermuda. Ragged, loose twine, or broken bales are not acceptable. Triticale or wheat hay is not acceptable.

• Task 2: Alfalfa Hay: 2100 tons of 6 string rectangle bales of alfalfa hay. Specifications include: 15-22% crude protein, 2025/2026 crops, domestically grown, sun-cured, free of mold, dust, specific weeds, animal contamination, foreign matter, and blister beetles.

• Award Type: Firm fixed price contract anticipated.

• Offer Due Date: April 7, 2026, 12:00 PM ES.

• Offer Acceptance: Prices must be held firm for 90 calendar days from the offer due date.

• Evaluation: Quotes will be evaluated based on price, with award made to the offeror representing the best value to the Government. Failure to propose pricing for all line items may result in exclusion.

• This acquisition is set-aside for small business concerns. NAICS Code: 111940 Hay Farming. Small business size standard: $2.5M.

• Delivery Location: Double Devil Wild Horse Corrals, 1430 County Road 74, Alturas, CA 96101.

• Delivery Schedule: Deliveries begin by April 13th, 2026, and continue at least monthly until the total tonnage is delivered. Early deliveries are accepted.

• Delivery Requirements: Vendor is responsible for delivering, unloading, and stacking. Certified weight tickets are required. Deliveries are Monday-Friday, 8:00 a.m. to 4:30 p.m. The COR must be confirmed for barn capacity prior to shipment.

• FAR Clauses: Solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-4, 52.212-5, and others as listed.
