Eligibility & Justification
This is a sole-source justification for award to RA International. Market research, including a synopsis that received 10 responses, found no other capable contractors. RA International was selected due to its:
- Existing operational presence in Mogadishu.
- Ability to mobilize immediately upon award.
- Active SAM registration.
- JCCS Acceptability for the AFRICOM AOR.
- Workforce cleared IAW ACI 3203.15.
- Existing vetting (AFRICOM Instruction 3203.15) and positive past performance in the Mogadishu Green Zone.
Additional Notes
The urgency stems from May 2025 flooding that necessitated urgent replacement of troop lodging and the need to avoid continued costs of temporary off-premises lodging. The Contracting Officer will determine fair and reasonable pricing after proposal receipt from RA International. NAVFAC EURAFCENT currently has no plans to compete future similar services but will assess feasibility if another source emerges.
