Scope of Work
This solicitation requires the manufacture and supply of a "Molded Insert" in accordance with NAVSEA S-5343934-1, item S-5343934-1/3-004. The material is critical for shipboard systems, where failure could lead to serious injury, loss of life, or loss of the ship. Key requirements include:
- Material Designation: Special Emphasis Material (Level I, Scope of Certification, or Quality Assured).
- Non-Metallic Materials: Must satisfy toxicity and flammability requirements of NAVSEA SS800-AG-MAN-010/P-9290.
- Mercury-Free: No intentional addition or direct contact with mercury.
- Configuration Control: Strict adherence to configuration control, including procedures for Waivers/Deviations and Engineering Change Proposals (ECPs).
- Quality System: Contractors must maintain a quality system compliant with ISO-9001 (as amplified) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025. An alternate system per MIL-I-45208 with MIL-STD-45662 is acceptable.
- Government Quality Assurance (GQA): Performance of GQA at source by a Government representative (e.g., DCMA QAR) is required.
- Traceability & Certification: Mandatory traceability markings per MIL-STD-792 and comprehensive Objective Quality Evidence (OQE). A Certificate of Compliance (per CDRL DI-MISC-80678) is required, detailing contract number, NSN, serial number, and specific testing for electrical components (First Article Inspection, Dielectric Strength, Hydrostatic Testing).
- Delivery Schedule: Certification data CDRLs 20 days prior to delivery, PNSY review/acceptance 6 working days after receipt, and final material delivery 210 days.
